Roosevelt’s primary goal from was to help its allies defeat the Axis Powers.
Roosevelt wanted to discourage the Japanese from attacking American, British and French colonies in Asia.

6. FDR’s Export Control Act
June 1940 Congress passed the Export Control Act, allowing Roosevelt to restrict the sale of strategic materials (materials important for fighting a war) to Axis Powers.
Roosevelt blocked the sale of airplane fuel and scrap iron to Japan.

7. FDR’s Oil Embargo
1941, Roosevelt began sending aid to China. (Lend-Lease Act) After the invasion of Manchuria, Japan controlled most of the Chinese Coast.
Roosevelt placed an oil embargo on Japan and made clear the embargo would only be lifted if Japan withdrew from China.
* Remember, China is a member of the Allied powers!

8. Japan’s Response to the Oil Embargo
Japanese military planned to attack the resource-rich colonies in Southeast Asia.
The war against China was now in jeopardy because Japan lacked oil and other resources.
Planned to seize the Philippines and attack the American fleet at Pearl Harbor.

11. Dec 7th,1941 Radar “sees” Hundreds of Planes!
On December 7, 1941, the Opana Radar Site was manned by Private Joseph L. Lockard and Private George Elliot, who detected approaching aircraft at 7:02 am (past the end of the site's scheduled operating day). Since the truck to take them to breakfast was late the pair continued to practice with the radar equipment.
The men reported their findings to the temporary information center at Fort Shafter.[3] The information center staff had gone to breakfast and Lt. Kermit Tyler[5] received the report.[3] Tyler reasoned that the activity was a flight of Army B-17 Flying Fortress bombers scheduled to arrive that morning and advised the radar crew not to worry

The commander of the USS Ward failed to tell Pearl Harbor that they had SUNK the sub.

An attack fleet was sent across the Pacific to within 200 miles of Hawaii
Japanese aircrafts took off from aircraft carriers in two waves

16. USS ARIZONA
Sixty nine (69) years after the explosion that destroyed Arizona, oil leaks from the hull still rise to the surface of the water.
Arizona continues to leak about a quart (0.95 L) of oil per day into the harbor.
Survivors from the crew say that the oil will continue to leak until the last survivor dies.
