Adaptation Process for the MER CSTL Framework in The Democratic Republic of Congo Task Force Monitoring Evaluation

2 Background of the DRC A Vast area of km² with boundless resources, but ravaged by war since 1996; With a population of around 80 million of which more than half is made up of children and youth; Characterized by violence in general: children are subjected to all forms of violence, sexual abuse, and child recruitment by armed groups; Affecting: millions of orphans and other vulnerable children and youth; 7 million of which are out of school almost 10% of the population; Education is managed by three line ministries; The CSLT program was officially launched in March during the third phase

OVERALL GOAL: contextualize the standard MER framework to the reality in the DRC

6 Specific Objectives: Review the MER framework with the participation of all stakeholders; Develop a customized logical framework; Develop basic and additional indicators and protocol templates;

Develop a performance management plan; Develop data collection instruments; Establish a basis of CSTL data.
