2 Who We Are The Arizona Coalition for Equines (ACE) was developed by individuals concerned for the welfare of equines in the state of Arizona. Concept originated in Oregon - several other states are now creating similar coalitions. (Forms and programs can be replicated for ACE, rather than re-creating the wheel!)

4 Mission Statement ACE members are committed to enhancing the lives of all equines in Arizona through education and assistance to the owners and, when necessary, the prosecution of persons who commit acts of cruelty against equines contrary to existing laws.

5 Goal of ACE The goal of ACE is to give equine owners the tools necessary to be successful in having all equines thrive in their care. ACE was developed to bring together horse advocates throughout Arizona who share a common goal of enhancing the care and treatment of all equines, and to prevent abuse, neglect and abandonment. Equine ownership is a privilege that should not be taken lightly. ACE is focused on positive ideas and solutions for equines and their owners.

6 Objectives of ACE Educate Owners, Law Enforcement & the Public
Regarding the Appropriate Care & Treatment of Equines Develop & distribute educational materials on all aspects of equine care Develop & distribute resource information regarding veterinary, dental & hoof care Develop & distribute resource information & possible financial assistance with euthanasia & carcass removal

Educate Owners, Law Enforcement & the Public Regarding the Problems of Equine Overpopulation, Abuse, Abandonment & Neglect Develop and implement a statewide reporting, response & enforcement protocol as dictated by federal, state & local laws Develop & distribute educational materials pursuant to 13 ARS 2910, 25 CFR Section , & applicable local laws Develop & distribute educational materials pertaining to the inherent problems resulting from equine overpopulation

8 Objectives (Cont.) Indentify Available Resources to Assist Owners & Law Enforcement in Need of Assistance or in Times of Crisis A. Implement a statewide hay/feed bank & financial assistance program on a temporary basis in accordance with ACE Protocol Owner must submit application for review & approval ACE hay bank/financial assistance representative will visit property to assess equines in need and will provide hay/feed or financial assistance as appropriate

ACE hay bank and/or financial assistance representative will conduct follow-up visits as necessary ACE and owner will develop and implement a plan for ongoing care and maintenance to avoid future crisis situations Owner must agree that no hay bank or financial assistance resources are sold, transferred or given away, and that any unused resources must be returned to ACE At the discretion of ACE, hay bank or financial assistance resources may be denied to owners who maintain stallions or stud colts 12 months or older

10 Objectives (Cont.) B. Develop & disseminate to law enforcement agencies & others, resources available for use in response to complaints, natural disasters & emergencies, including: i. Veterinarians to perform assessments, emergency care & euthanasia ii. Trailer & transport resources iii. Equine rescues iv. Large animal rescue/extraction teams v. Temporary foster homes vi. Other resources as may be required

13 Membership ACE shall have voting and non-voting members.
To be eligible for membership, individuals shall: Conform to the ideas & principles of ACE Adhere to the Standards of Conduct Complete ACE membership application Pay annual dues as determined by type of membership…

14 Membership (Cont.) Full Voting Member - $25 Associate Member - $10
Full voting privileges, eligible for elected positions, may chair and/or serve on committees Associate Member - $10 Non-voting, not eligible for elected positions, may chair and/or serve on committees Student/Youth – No Fee Student members shall be non-voting members and may serve on committees

Committee Chairpersons – shall agree to a site visit/vetting process for standard of care if a guardian over equines Committee meetings – as deemed necessary by Chairperson

17 Standards of Conduct Chair presides over all meetings, brings meeting to order, keep order Chair shall direct meeting participants to maintain focus on topic at hand Participation is encouraged. Interruptions of others will not be tolerated ACE members shall treat others with respect – in & out of the meetings Side conversations during meeting will not be tolerated Cell phones off or on vibrate during meeting Participants to be respectful of others’ ideas Rude comments to participants will not be tolerated Any concerns shall be addressed directly with Chair Violation of Standards of Conduct may result in being dismissed from meeting

18 Group Discussion Equine issues unique to Arizona? (Tribal lands, etc.)
What are the problems in your area?  What do you see as potential solutions?  Who are our potential allies in helping the horses?  How can the community help? What ACE Committees would you like to see? Who should ACE reach out to? How can you help?

19 Next Steps When and where will the next meeting be?  (Tucson area? One month?)  Updates and meeting minutes will be sent to the full ACE list. Membership recruitment - spread the word! Visit the ACE Facebook page & share with others Other thoughts/comments/suggestions??
