Issued after Union Victory at Antietam

2 What was it? Order issued by Lincoln on Jan. 1, declaring slaves in the Confederate states to be free Broadened the goal of the war Lincoln won support from abolition groups

3 Strenghts Gave the war a new meaning
Made it a struggle over slavery Moral reason to fight Discouraged foreign powers (Europe) from joining the war Weakened the Confederacy without angering the boarder states Opened the Union army and navy to African American enlistments 200,000 more troops

4 Weaknesses No slaves were freed No states returned to the Union
Freedom depended on Union Military victories No states returned to the Union 800,000 slaves in the boarder states and union occupied territories stayed slaves
