MOWE-IT Workshop Road, 18.9.2013, Brussels Seite 4 Within a one day workshop we would like to share the insights gained by the MOWE-IT project on good solutions as well as on the needs for further research and technical development to keep the European road sector competitive even under adverse environmental conditions. I In our focus are technical and managerial solutions within the road sector and its inter- linkage to rail, air and shipping in urban and long-distance travel. Objectives of the Workshop

MOWE-IT Workshop Road, 18.9.2013, Brussels Seite 5 We would like to take home the following results: Answers to our questions Indications which questions are wrong or irrelevant Hints towards additional issues in the area The results of this workshop will go into two reports to the European Commission. The Policy Guidebook identifies good practices to increase the resilience of road transport services in our key areas: infrastructure availability, passenger services and logistics. The RTD roadmap builds on the identified knowledge gaps and proposes a research strategy to close them, which might be taken up by the ECs Horizon2020 programme. Expeted Results

MOWE-IT Workshop Road, 18.9.2013, Brussels Stefan Kral, FMI and Claus Doll, Fraunhofer METEOROLOGY AND VULNERABILITY

MOWE-IT Workshop Road, 18.9.2013, Brussels Seite 7 Analyses in EWENT for: Heat waves Cold spells Wind Heavy precipitation Snow Blizzard Ice due to freezing precipitation Poor visibility Thunderstorms Events damaging infrastructure (latter five have not been analysed as detailed as the first six) Identification of climate regions: Northern European (sub-arctic); Oceanic (maritime); Mediterranean; Temperate central European; Temperate eastern European and Alpine region Quantification of severe weather events for current and future climate

MOWE-IT Workshop Road, 18.9.2013, Brussels Seite 8 Severe weather events – Examples from EWENT Cold waves: Frequency in days/year (T < -7°C) Current climate (1971–2000) Changes in days/year (T < -7°C) Future (2041–2070) - current climate

MOWE-IT Workshop Road, 18.9.2013, Brussels Seite 9 Severe weather events – Examples from EWENT Heavy precipitation: Frequency in days/year (Prec > 30mm/day) Current climate (1971–2000) Changes in days/year (Prec > 30mm/day) Future (2041–2070) - current climate

MOWE-IT Workshop Road, 18.9.2013, Brussels Seite 10 Total costs of Extremes in Europe: 2 bn. p.a. with narrow definition of extremes > 20 bn. p.a. with broad definition Total costs increase by around 80% to 2050. Excludng traffic growth: average costs stable. Most relevant: floods and w inter conditions

MOWE-IT Workshop Road, 18.9.2013, Brussels MOWE-IT Workshop Resilient Road Transport 18. September 2013, Brussels SESSION 1: ROAD MANAGEMENT AND WEATHER INFORMATION SYSTEMS

MOWE-IT Workshop Road, 18.9.2013, Brussels Seite 12 Questions to be discussed A: ROAD WEATHER INFORMATION SERVICRES Communication of weather warnings to road authorities Sufficiency of present weather information systems Information sharing between countries B: INCIDENT MANAGEMENT Parties to be involved Preparedness of road management centres Weather Impacts on road management C: FUTURE CHALLENGES AND OPPORTUNITIES Co-operation between authorities New vehicle technologies Relation to other challenges in road management

MOWE-IT Workshop Road, 18.9.2013, Brussels MOWE-IT Workshop Resilient Road Transport 18. September 2013, Brussels SESSION 2: INDIVIDUAL CAR TRAVEL AND ROAD PASSENGER SERVICES

MOWE-IT Workshop Road, 18.9.2013, Brussels Seite 14 Structure of the road passenger market and main vulnerabilities Composition of road passenger transport: Individual car travel including taxi services Non-motorised travel: walking and cycling in urban areas Urban and inter-urban bus and coach services by private and public entities Reaction patterns of road transport participants: Pre-trip decisions: How do people and companies receive weather and traffic warnings and how do these influence travel decisions? Delays and congestion: how do people and operators react when natural hazards delay or interrupt trips? Traffic safety: what are most striking safety implications and how can technology and regulation help mitigating them?

MOWE-IT Workshop Road, 18.9.2013, Brussels Seite 15 Structure of the road passenger market and main vulnerabilities (2) Mode of travelPre-trip: cancellation / shift of trips On-trip: delays and comfortOn-trip: accident probabilities Individual car travel and taxi services Behaviour change not very likely. Trip cancellations only during cyclones and large scale icing. Most relevant: winter conditionsand low visibility. Some slight capacity reductions in rain. Heavy rain most relevant source of accidents; indifferent results for winter conditions Non-motorised mobility (walking and cycling) More sensitive than car drivers. Most relevant: mode and departure time shift. Little information. Probably slightly slower driving / walking Increasing due to lower visibility and more risky behaviour e.g. when crossing roads. Urban bus and inter-urban coach travel Most relevant for non-frequent PT users (cyclists and pedestrians) Most relevant: ice and heavy snow. Service maintenance mostly possible, but frequent delays Less relevant due to high safety preference of PT operators (

MOWE-IT Workshop Road, 18.9.2013, Brussels Seite 16 1.Bus emergency transport in Munich: Implement contingency plans 2.Winter 2009 impacts on London public transport: Implement contingency plans and a common crisis management 3.Inundation of Lyon and Mâcon Roads, March 2001: Implement contingency plans and a common crisis management 4.Emergency management operations with Peloponnese wild fires 2007: Co-ordinate information and responsibilities among authorities, services and the public. 5.Winter maintenance of walkways and bicycle lanes at the city of Oulu: Successful tendering of regular maintenance to maintain cycling through winter months Case Studies

MOWE-IT Workshop Road, 18.9.2013, Brussels Seite 17 Questions to be discussed A: DRIVER AND PASSENGER INFORMATION SYSTEMS Personalised weather information Driver assistance systems, safety and drivers risk perception Available weather information services for drivers and operators B: PUBLIC TRANSPORT OPERATIONS Inter-company co-operation Risk plans and staff training Market opening and privatisation C: POLICY AND MARKET STRUCTURE CHALLENGES European and national policy for road passenger transport resilience? New (urban multi modal) mobility systems and weather extremes Alliances between coach and rail carriers
