The MDG report was submitted to NEDLAC, CABINET and presented to UN in September 2010

7. Preliminary Conclusion
SA will most likely achieve the goal of universal primary education before the year 2015
Currently, gender parity has not been achieved at primary level (GPI = 0.96) but gap is closing. Reason for gap: higher levels of repetition among male learners
GPI has been achieved at secondary level (1.05)– in fact more females than males in secondary
All education goals can be achieved before the end of the year 2015
Poor performance of learners as one of the proxy indicators for measuring quality of education remains a challenge
