2 Where did we start? What are others doing? We looked at what the Census Bureau suggests and the 2010 experiences of California, Missouri, and others for ideas of what is possible. We looked at what Washington had done in 2010 Sought advice from those who have done it before Reviewed Washington’s 2010 activity plan OFM 12/7/2018

3 Put high level plan and schedule together
Using the 2010 plan a base we outlined activities and a timeline for 2020 activities Created a 2020 Census website and posted our outreach plan and schedule as well information on other 2020 Census activities such as LUCA. OFM 12/7/2018

4 Manage expectations In 2010 we did all of the outreach activities with existing funds/FTEs. Since 2010 my unit lost 2 FTE’s. The recession hit my unit and others involved in 2010 planning hard. In meetings with management/governor’s staff during fall of we were clear that we would have trouble organizing outreach with existing staff. To achieve our outreach goals we needed additional funding This past legislative session we were funded to hire a Census Outreach Coordinator and 1-2 other FTE’s through the end of FY 2019. 6 State Complete Count Committee (Missouri Model)
Structure & Next Steps In 2010 we only had the state government level CCC. For 2020 we would like more coordination across the state and local CCCs. So we are working towards an umbrella CCC. May use Missouri’s 2010 model, one of Census Bureau’s models, or most likely hybrid of the two as a base. 7 Fall 2018 Have Governor issue proclamation in support of the Census
Have Governor direct targeted state agencies to participate in complete count committee (a deputy or assistant director with operational responsibilities or senior communications officer) Hold first state Complete Count Committee/Commission meeting Hold first state-agency Complete Count Committee meeting Identify private and non-profit partners and establish goals Get on agenda for fall association meetings Need to get on radar now- Fall 2019 may be too late OFM 12/7/2018

9 How can they participate?
Put up 2020 Census Bureau posters and state 2020 messaging in all customer facing offices and schools. Add 2020 Census web links to all agency websites (use census logo icon) Include information on agency newsletter (if applicable and appropriate) Add Census insert to communications i.e. on monthly checks/correspondence to clients (SNAP, TANF, DSHS, L&I etc) Support census messaging and material handouts to school kids and families across the state (OSPI and Early Learning) Help identify large meetings/conferences where Census officials can connect with stakeholders in 2018 and 2019 Provide space/computers/internet for enumeration events OFM 12/7/2018

10 Work with Census Partnership Staff
The Census Bureau is in the process of hiring a partnership staff person who will cover Washington We hope to work with this person to determine what the Census Bureau’s effort will be in creating local CCCs and how best to coordinate with him/her We need 2020 messaging sooner than later so that we can get the word out and create consistent messaging What presentation & promotion materials will be coming from Census Bureau? Can we fill any gaps with our private partners? OFM 12/7/2018

11 Aim to do better for 2020 We had state level CCC meetings for 2010, however, we never followed up. We didn’t check in to make sure agencies were on schedule/task Did the posters go up? Messages go out? Etc. How were those efforts received? There was no coordination between the state level and local/non-profit CCCs. In 2010, Census Partnership staff came to our CCC events but there was very little communication about statewide activities. We didn’t know how many local CCCs there were or what they were doing.
