1 ESAR-VHP in San Mateo County

2 History of ESAR-VHP Emergency System for Advanced Registration of Volunteer Healthcare Professionals National effort to develop a system that registers and credentials a wide range of health professionals before a disaster

3 History Continued Registry will eventually include physicians, registered nurses, pharmacists, paramedics, dentists, mental health practitioners and clinical technicians. States are expected to develop their own system following federal guidelines

4 Recent Experience The system used successfully after Hurricane Katrina
State is working to build and refine the system Volunteers designated as disaster service workers

5 Current California State Priorities
Monitoring the process and working on policy issues Indemnity, malpractice, workman’s compensation Determining how to integrate with SEMS/NIMS At this time volunteers are considered disaster services workers

6 Volunteer Health Care Professionals in California
DMAT: Disaster Medical Assistance Teams (a federal resource) CalMAT: California’s own Disaster Medical Assistance teams (to be developed) CA Medical Reserve Corps (CA MRC): Volunteer health care teams-usually for local response CA ESAR-VHP - Individual volunteer health care professionals DMAT, CalMAT, and MRC members should register with ESAR VHP

7 Three Phases of ESAR VHP
Phase Pilot project launched on February 28, 2006 Phase II launched early April, initially limited to 100 registrants (ACEP, ENA and others) Phase II expanded will include up to 5000 registrants San Mateo County is a pilot of this phase!

8 Pilot: Limited Scope Number of registered volunteers; Time Professionals included Initial pilot limited to RNs, EMT-Ps, Pharmacists, DO/MDs 6 months, ends August 31, 2006 5000 Future deployment

9 Expanded Phase II San Mateo will be a pilot county
Can register up to 5000 people Physicians, Nurses, Pharmacists and Paramedics Must have current active license At this time does not include people with retired licenses Can live or work in San Mateo County

10 Phase III - Full Scale Implementation
Dependent upon state approval Phase I and Phase II should resolve all issues for a seamless transition Mission to provide statewide system that will operate in coordination with county Operational Areas Deployment process searches the ESAR VHP database for volunteers that match the specific needs of a given emergency System capable of identifying, notifying, deploying, and tracking volunteers during a deployment

11 Who Should Register? Any current physician, registered nurse, paramedic or pharmacist that works or lives in San Mateo county This includes current members of DMATs or MRCs

12 Why Register? Registry will credential the volunteer.
Check with licensing agency Verify Board Certification Verify specialty certifications CEN, CCRN, ACLS, etc… Will allow hospitals or others to identify and use health professionals more effectively

13 Why Register?(Cont.) The system will interface with local and state planners and notify health care professionals when additional personnel are needed in a disaster
