2 Implementation of the cohesion policy
: 16 regional, 5 national OPs Entreprises' scope of interest: new productive investments, export, ICT and digital competences, energy, transport, education and training. Institutional dimension: 20 monitoring committees, number of working groups (2 presided over by Lewiatan), steering committees, etc. Formal dimension: legal acts, strategic documents, criteria for specific actions and measures, guidlines, calls for proposal, evaluations Ad hoc interventions Proactive approach: new ideas and proposals for improvement.

3 The Partnership Agreement
A joint opinion of social partners; focus on partnership principle and on our vision of intervention in ( ): Ministry's questionnaire. An opinion on the “Assumptions for the Partnership Agreement” ( ): public consultation, on-line form. An opinion on the Draft Partnership Agreement ( ), public consultation, on-line form. Conferences.

5 Operational Programs 2014-2020
Active involvement in 5 OPs: Position papers; Working groups (with varying number of meetings: from 2 to 10); Thematic sessions (in one OP); On-line consultations; Conferences 12 separate position papers on national OPs in 2013 and 2014 5 position papers on Smart Growth OP Meetings of the administration with Lewiatan's members: 5 in , all on Smart Growth OP

6 OP: when partnership worked (for us)
Well structured and organized from the start Key partners identified Different forms of involvement: from broad public consultation to "exclusive" ad hoc meetings Well-balanced agenda: few topics at one time, space for discussion and conclusions, possibility to update or react to current situation Informal relations and communication Feedback, often informal Possibility to involve memebers of the organization

7 : the summary The stronger the principle is, the better for us. We don’t know how to measure effectiveness of the partnership. We have very slight and sketchy knowledge of ways partners are involved across the EU. We haven’t used all the opportunities: Monitoring Committees are understated. Challenge ahead: to improve involvement and performance, build sufficient capacities at all level and in relation to all issues which are important for companies.
