2 SHRP 2 Renewal Research Get in, Get out, Stay out
$28.8 million Projects Performance Specifications Hi-Speed Non-Destructive Testing Modular Pavements How do we rebuild America’s highway system to serve the 21st Century quickly, with minimum disruption and yet provide long-life? The SHRP2 research plans call for more than 17 interrelated research projects to answer this question. 13 of these projects have been initiated and five contract teams are now at work. Three of these projects give an image of the nature of the research Performance Related Specifications for the Renewal environment to support contract warranties, provide contractors with greater control over their work, speed acceptance and permit better predictions of future performance High Speed Non-Destructive Testing and Evaluation to minimize disruption related to sampling and testing for design and acceptance and offer real-time construction quality control Modular Pavements that can be prefabricated off-site and installed quickly

3 Understanding Driving Behavior
SHRP 2 Safety Research Understanding Driving Behavior $43.2 Million 11 Projects Study of Driving Behavior Using Instrumented Vehicles Digital Roadway Measurement Van The SHRP 2 Highway Safety Research will primarily focus on a massive data collection effort aimed at better understanding how drivers use their cars and our roadways. When analyzed these data will lead to better safety countermeasures. These large scale studies are now under design and field data collection will commence in 2009 and involve more than 2500 drivers. SHRP 2 will collect data on roadway characteristics using high speed digital roadway measurement vans, the latest generation of road logging equipment. An early by-product of SHRP2 will be standards and protocols to evaluate such equipment that can be used by others. We anticipate that SHRP 2 will collaborate with one or more states in applying these procedures.

Courtesy of Virginia Tech Transportation Institute The instrumented vehicles will gather video records of driver actions and vehicle trajectories and other sensors will gather data about vehicle dynamics, location, environment and other conditions significant to highway safety.

5 SHRP 2 Reliability Research
Achieve reliable travel times by reducing the causes of delay $18 million 12 projects Changing Institutional Architecture to Improve Travel Time Reliability Analytical Procedures: Effects of Mitigation Methods Half of all congestion is related to non-recurring events and incidents. The strategic objective of the SHRP 2 travel time reliability research is to reduce the impacts of non-recurring congestion through improvements to incident response, on-scene management, and recovery. The two projects currently underway address the most basic questions confronting public agencies charged with incident response: What institutional enhancements can be made within and among responding agencies that will improve effectiveness of interactions and communications? How can we quantify the effects of reliability improvement strategies on performance? Getting sound answers to these basic questions will guide us in follow-on research to identify practices that really work, monitoring programs that are really needed, and innovative techniques that can really be applied.

6 SHRP 2 Capacity Research
Better collaborative decision making in highway capacity planning $18 million 8 Projects Framework for Collaborative Decision Making Performance Measurement Framework for Highway Capacity Decision Making The SHRP 2 Capacity research has the goal of improving collaborative decision making in the planning and programming for enhancements to highway capacity. The capacity program has begun with a fundamental examination of key decision points in the planning process and then developing a framework for collaborative decision making that will enhance efficiency and effectiveness. The objective is better decisions with less re-work. Case studies of the decision making process will be available in 2008. As with Reliability, the second step is the identification of performance measures to ensure that changes in the process really will improve efficiency and effectiveness. Case studies of performance measures used by planning agencies will also be available in 2008. The work of these two contractors is closely coordinated.

All SHRP 2 research is similarly organized The overall objective is to improve the efficiency and effectiveness of the planning and programming process once a decision to increase highway capacity has been reached. A generalized framework identifying the key decision points within the process will be defined Performance measures to assure quality control and assurance of the process are being defined Support tools needed to improve the effectiveness of the the decisions made within the framework will be developed in future contracts C05: Contribution of Operations, Technology, & Design to Meeting Highway Capacity Needs Other tools for collaborative decision making & selecting solutions (Future)

8 State Coordinators Each DOT has a “State Coordinator”
Continuing role to identify DOT experts Upcoming Issues Locating potential test sites to evaluate roadway data collection technology Locating geographic areas for naturalistic driving study Current practices surveys. I want to remind you that every State DOT has an official SHRP 2 State Coordinator. In most instances the coordinator is the state research director. Neil Hawks and Ann Brach are armed with tables showing the coordinator in each state. If you want to refresh your memory, track down Neil or Ann or send them an . One continuing and essential role of the coordinators is to identify technical experts from our staffs to serve as advisors to SHRP 2. I know we all have to deal with constraints on travel and want our folks on the job, but the way to make sure SHRP 2 works for us is to make our knowledge and experience available to SHRP 2. As the research shifts into high gear, our researchers will increasingly need input from the state DOTs. For our part will keep our requests to the point. But I know your folks are busy and we need your support to ensure we get the information we need.

If SHRP 2 is to serve the state DOTs well, keeping touch is essential. The SCOH meetings lets me talk directly to you, but I have already spoken longer than the agenda allowed. SHRP 2 is heavily oriented toward web-based communications, both to save money and to reduce congestion in your in-box. But you have to consciously look for items on the web. 10 Implementation Report
Due to congress in February 2009. Describe implementable products, customers, barriers, etc. Recommend implementation methods, mechanisms. Estimate required resources. SAFETEA-LU requires that TRB submit a report to Congress regarding plans for the implementation of the products of the SHRP 2 Research A committee of experts and stakeholders is currently being organized Anticipated first meeting in December 2007 Committee will consult with existing SHRP 2 Committees guiding the research FHWA, AASHTO and other concerned organizations Develop consensus recommendation for implementation program and provide an estimate of resources required.
