29 Extension of the System: UNFC for Energy & Mineral Resources
2001 Establishing Ad Hoc Group of Experts 2004 Harmonization each commodity classification UNFC for Energy & Mineral Resources Document The UNECE Committee on Sustainable Energy decided to create an Intergovernmental Ad Hoc Group of Experts on the Harmonization of Energy Reserves/Resources Terminology (ECE/ENERGY/47,para.13) to extend the principles of UNFC for Solid Fuels and Mineral Commodities to other energy resources(oil, natural gas and uranium) The Ad Hoc Group of Experts was split into three groups: coal and minerals, petroleum and uranium. (TKI,Turkey participated in Coal & Minerals Group as a member) M.Ersoy, UMREK Workshop, Ankara

30 M.Ersoy, UMREK Workshop, Ankara
Extension of the System: UNFC for Energy & Mineral Resources Harmonization each commodity classification 2001 2004 Establishing Ad Hoc Group of Experts UNFC for Energy & Mineral Resources Document (UN/CMMI for coal) SPE/WPC/AAPG for petroleum IAEA/NEA for uranium In addition to above organizations several national classification systems played important role in harmonization process including revised national classification system of Russia Fed., including also that of the Australian Joint Ore Reserves Committee (the JORC Code). M.Ersoy, UMREK Workshop, Ankara

31 M.Ersoy, UMREK Workshop, Ankara
Extension of the System: UNFC for Energy & Mineral Resources 2001 2004 UNFC for Energy & Mineral Resources Document Establishing Ad Hoc Group of Experts Harmonization each commodity classification UNECOSOC recommended an amendment to the 1997 UNFC incorporating petroleum(oil and gas) and uranium resources. This extended its application fully to fossil energy and mineral resources (UNECOSOC resolution 233/2004) (TKI, Turkey participated to Extended Bureau of AdHoc Group of the Experts as Leader of Solid Minerals ( ) and actively in development of UNFC(2004) Version) M.Ersoy, UMREK Workshop, Ankara

UNFC(2004)- Coal, Uranium and the Other Minerals Main Objective is to extend UNFC(1997) Petroleum(Oil & Natural Gas) & Uranium For UNFC(2004) “Petroleum” and “Coal, Uranium and Other Minerals” : Two sets of definitions, one for Minerals and one for Petroleum - Sub-category codes and definition Coal, Uranium & Other Minerals M.Ersoy, UMREK Workshop, Ankara

UNFC(2004) Applied to Coal, Uranium& Other Minerals - a comparision with the UNFC 1997(R70) (NO BIG CHANGES HAVE BEEN DONE for SOLID MINERALS on the Second Version UNFC (2004) .All category & axes names, figures kept same as the UNFC (1997)) version. Because: After UN/CMMI agreement(1999), joint definitions for mineral reserve and resource classes have ben frozen. (Joint UN/CMMI definitions for mineral reserve and resource classes (agreed upon in 1999) were replaced with the definitions in the R.70 Document-1997) UNFC(1997) for solid fuels and minerals were in application worldwide by about 50 countries since 1997) M.Ersoy, UMREK Workshop, Ankara

34 M.Ersoy, UMREK Workshop, Ankara

Use of numerical codes Bridging document Effective date Commodity or product type Basis for estimate Reference point Classification of projects based on level of maturity Distinction between E1, E2 and E3 Confidence levels for G1, G2 and G3 Distinction between recoverable quantities and in situ (in-place) quantities Aggregation of quantities Economic assumptions Evaluator qualifications Units and conversion factors Documentation Expansion of G4 to account for uncertainty Optional labels for estimates Classification of quantities associated with Exploration Projects Classification of additional quantities in place Extracted quantities that may be saleable in the future M.Ersoy, UMREK Workshop, Ankara

50 Bridging Document- between UNFC-2009 and the CRIRSCO Template
Mapping of CRIRSCO Template to UNFC-2009 Classes and Categories Bridging Documents explain the relationship between UNFC-2009 and another classification system that has been endorsed by the Expert Group on Resource Classification as an Aligned System. They incorporate instructions and guidelines on how to classify estimates generated by application of that Aligned System using the UNFC-2009 Numerical Codes. M.Ersoy, UMREK Workshop, Ankara

51 UNFC Applications for the Other Commodities
UNFC was operationalized for solid mineral and petroleum (generic specifications & commodity specifications,2013) Commodity specifications: - CRIRSCO Temlate for solid mineral - PRMS for petroleum UNFC Applications for the other systems are underway Specifications for nuclear fuel resources (2014) Specifications for renewable energy & injection projects (2016) Anthropogenic resources (near future), Ground water (potential) M.Ersoy, UMREK Workshop, Ankara

At the stage of terminological review and preparation to publication) M.Ersoy, UMREK Workshop, Ankara

54 UNFC- Studies under development currently
Guidelines for Competent Person (investors) Additional Guidelines for Social & Environmental Considerations are under development (Paris Agreement 2016 commitments) Social licence M.Ersoy, UMREK Workshop, Ankara

55 CONCLUSION and RECOMMEDATIONS
Requirements for Turkey: Internationally acceptable reporting standard To end problem of terminology caos Reporting not only by geological knowlodge but also by economic&social viability and Feasibility &project status Require both public market reporting and inventories reporting Public market reporting for investors &stock exchanges invontories reporting for resource management Compatible and comparable energy statictics UNFC (2009) is a system Long years involvement in UNFC studies M.Ersoy, UMREK Workshop, Ankara

56 CONCLUSION and RECOMMEDATIONS
Establishing a National Committee comprised of all related parties reflecting Turkey conditions as a country in transition economy. Legal infrastructure has already done as UMREK Deep examination the similar country roadmaps (UNECE-EGRC is a good platform for this). Alignment with UNFC, cross mapping with CRIRSCO Template for solid mineral through Bridging Document. Close cooperation with TAG and EGRC Establishing a Working Group on terminology while mapping with CRIRSCO Template. Including competent person requirements and their governance into legislation Preparing Gudelines & case studies M.Ersoy, UMREK Workshop, Ankara

57 CONCLUSION and RECOMMEDATIONS Recommended Further Steps
After completing mapping study: reestimation of reserves/resources require strategic approach: Adaptation within Mining Law Organising training programs country wide Lectures at the universities Usage of advanced mining software packages for estimation of resources/reserves Development of mining management system M.Ersoy, UMREK Workshop, Ankara
