1. Britain depended on its navy to keep the sea-lanes open for supplies and raw materials, which is necessary because it is an island.

3. Submarine warfare had already resulted in a shortage of resources for Britain. Germany was beginning to be concerned that the war was taking too long so it introduced this new policy with the hope of completely shutting off Britain’s incoming supplies by sinking every ship approaching Britain, not merely ships from allied countries. It was a desperate attempt to win the war quickly.
