A decision must be taken of which AP a terminal should associate with
The “access selection process”, may be located within the network, within the terminal or in both as a cooperation between the network and the terminal
The capabilities of the reachable APs should be considered when making the access selection decision
The Beacon Report as defined so far does not provide sufficient information about the enhancements
