2. Member of the Diamond and Jewellery Federation
As a member of the Diamond and Jewellery Federation and an organisation that represents previously excluded and disadvantaged members of the diamond industry, we support the Bill and government’s intention to transform the industry:
Leveling the playing field
Encouraging beneficiation
Delivering on a promise of a better life for all

3. Issues to be addressed
However as an organisation we feel that the following need to be addressed:
Representation in accordance with section 17(3)(b) should be increased more representative of the industry organisations.
The sight holders should be cutters and need a permit for dealing

4. Issues to be addressed
There should be no need to depend on dealers. We should be given diamonds from the diamond house(State Diamond Trader) to be formed.
They do not have sufficient funds to buy on their own diamonds.
One licence for cutting and dealing
Cutters should not need a permit

5. Issues to be addressed
The Board should be seen to be independent, impartial and beyond influence.
Section 58 of the Principal Act should be re-instated as the beneficiators cannot cut and polish all diamonds

6. Issues to be addressed
Welcome the period of validity of the diamond beneficiator.
Support the creation of the State Diamond Trader and percentage which would be made available for local beneficiation
S59 agreements have been abused by certain individuals

7. Issues to be addressed
The Department of Minerals and Energy and Department of Labour should as aim at growing the labour force.
Part of this can be done by changing the education/ skilling process to produce diamond cross working apprentices who are multi-skilled and employable

8. Issues to be addressed
Department of Minerals and Energy is requested to liaise with sister departments to assist in addressing the following issues:
VAT turn around time
Dollar accounts
15% export duty
