10 Senate Bill 1 from Special Session
Provides property tax relief by lowering rollback rate from 8% to 4% Provides an automatic Tax Ratification Election (TRE) in November, if rollback exceeded Provides many transparency reforms Establishes the Property Tax Administration Advisory Board

11 Why did Senate Bill 1 from Special Session Die?
Amended bill sent back by the House would have only impacted 4 Counties to have a TRE Senate appointed a Conference Committee to work out the differences House adjourned sine die 27 hours before the end of the Special Session, never appointing any SB 1 Conferees Without anyone to negotiate with, the Senate adjourned and the bill died However another bill did pass that moved the real property protest deadlines to May 15th

12 Business Personal Property
Current Business Personal Property (BPP) exemption amount is $500 Last Session I filed SB 730 that would have increased the BPP exemption amount to $2,500 Bill passed the Senate but never received a committee hearing in the House For amounts less than $2,500, in an average case it costs more to administer and collect than the revenue provided to a taxing entity A bill that did pass last session, moved most counties BPP rendition deadlines to April 1st

Refile bill to increase BPP exemption to $2,500 Propose legislation to increase Mineral Interest exemption to the same amount Refile bill to simply Freeport exemptions File bills for more transparency and reform in the appraisal and tax rate process, including lowering the rollback rate Governor Abbott has proposed a 2.5% revenue cap on all taxing entities (See Slide 2 graph)
