Overview 3/2011 DG Enlargement

2 Croatia Candidate Country Application 2003 28 of 35 chapters closed
HU Presidency wants to close all chapters during its term (ambitious) Provided momentum is kept accession possible after closure of all chapters and ratification of accession treaty in all MS (at least 1 year after closure of all chapters) DG Enlargement

3 Iceland Application for membership 2009 Candidate Country
Opening of accession negotiations started in 2010 1. stage: Screening: It is expected that the accession conference on 27 June will open several chapters Screening statistics (Chapter 18) 2 May & 6, 7 June in Luxembourg (Estat) DG Enlargement

4 Turkey Application for Membership in 1987
Candidate Country, Negotiations started 13 chapters opened and 1 closed. In 10 months to date no further changes. Implementation of the Ankara protocol vital Visa facilitation as for western Balkan countries envisaged. To this end readmission (repatriation of Turkish citizens after three months Visa free period) agreement under negotiation DG Enlargement

5 The former Yugoslav Republic of Macedonia
Candidate Country Application 2004 Com has recommended opening accession negotiations Opening of Accession negotiations can only be decided upon unanimous decision of MS Settling of name’s dispute with GR essential for further progress DG Enlargement

6 Montenegro Candidate Country (since December 2010) Application 2008
Opinion of the Commission recognises progress and recommends opening of negotiations if further progress achieved in key areas (as rule of law, judicial reform, fight against corruption, organised crime) Next assessment in Regular Report 2011 DG Enlargement

7 Serbia Potential Candidate Country Application in 2009
Opinion of the Commission under Preparation. Will be presented in Mid-October (RR package) Stabilisation and Assosiciation Agreement not fully ratified (ratification in NL pending) DG Enlargement

8 Albania Potential Candidate Country Application in 2009
Opinion of the Commission recommends opening of negotiations if progress can be achieved in a number of key areas (rule of law, stability of institutions is key factor) Country needs to come out from the political stalemate Assessment in next RR round DG Enlargement

9 Bosnia-Herzegovina Potential Candidate Country
Not applied for EU membership Membership remains perspective Need to align its constitution with the European Convention on Human Rights, obligations under the SAA and the interim SAA must be kept, State aid authority needs to be established, census law needs to be adopted Generally lack of vision of political leaders to design a common future DG Enlargement

10 KOSOVO under UNSCR 1244 Potential Candidate Country No application yet
No consensus among MS 22 of 27 MS have recognized Kosovo (that is: not recognised by Spain, Greece, Slovak Republic, Romania, Cyprus) Concrete goals for near future: Visa liberalisation process, broad participation in Commission programmes DG Enlargement
