2 What’s New this Year? Count will be taken via a web-based application on the ODE Secure District Website: We have elected to take the count via Survey Monkey in order to ensure more accuracy in the count and to better track which districts and facilities have submitted data. We are requiring that districts include their Institution ID number. We are moving ahead to require that each facility have an institution ID number for the 2012 collection. We are noticing a number of facilities with similar names that are accessing funds from both Subpart 1 and Subpart 2. This is unallowable under the Title I, Part D program.

3 What is the purpose of the count?
The count determines funding allocations for districts with facilities for: Neglected children (these funds come to districts as additional dollars in the Title I-A allocation) Delinquent children (these funds come to districts through a Title I-D, Subpart 2 allocation)

4 When is the Official Collection Period?
The count officially opens October 29, 2015 The count officially closes December 14, 2015

5 What does the Count Application look like?

6 If we don’t complete the count during the specified time, may we submit it later?
Unfortunately, the answer is “No.” The count is submitted to the US Department of Education as final. Once it has been submitted, the USED uses the count in determining Oregon’s federal allocation. The state is not permitted to amend these counts and request any additional funds at a later date. Every effort is made to contact districts to ensure the count is completed on time.

7 How to count students The count period must be for 30 consecutive days (one of which must be in October). You may begin the collection as early as September 2 through October 1 or as late as October 31 through November 29. The only rules are that it must be consecutive days and at least one of those days must be in October. You may only count students up through the age of 17.

8 How to count students You may count each unique case/enrollment once. Below is a simple example of how this works: Day 1 Day 2 Day 3 Day 4 Day 5 Jack S Marty B Jim A Alan D (Jack S is released) Jack S (returns) 3 +1 +0

9 Funding and Reauthorization
funding is final, so no changes for the current school year funding is included in the Every Student Succeeds Act (ESSA), however, ODE will not be able to provide any estimates until late spring. ESSA is being voted on in the Senate this week. It passed the House last week by a large margin. The President is expected to sign the bill into law as early as the end of December.
