Monitoring using Graphical User Interface Easy, quick access using Web Browser. Up-to-date predefined monitoring reports. Up-to-date predefined analytical reports. Querying & reporting functionalities. Transmission logs. Dissemination (daily & monthly frequency) ‘Raw’ & Aggregated data. Data access (query/ download files, mailing lists) via ECB’s website. Time-series data – access via Statistical Data Warehouse.

6 Who uses the RIAD and why?
Monetary Financial Institutions (MFI) dataset Entities identified as “MFI” (ESA95 S S.122) in EU-27. Identification, location, ownership and merger activity attributes. End-September 2007: 10,147 MFIs. Data used for: Analysis/reference (Statistics, Legal, Front Office, Back Office, Stability and Supervision, Payments) Monitoring non-compliance of balance-sheet data (Statistics) Identifying foreign-exchange counterparties (Risk mgmt., Internal Finance) Cross-checking eligible minimum reserves counterparties (Market Ops.)

Counterparties eligible for monetary policy operations (MPEC) Credit institutions subject to minimum reserves. Variables on eligibility criteria and amounts – for reference. End-September 2007: 6,128 entities. Eligible Assets Dataset (EAD) Financial securities eligible for use as collateral. Variables on eligibility criteria, issuer, amounts etc. - for reference. End-September 2007: 25,245 eligible assets. Non compliance of MFI Balance Sheet Statistics (NCBSI) MFIs which are non-compliant with balance sheet reporting rules. Confidential data - used for monitoring.

8 Planned changes Over 5 years of experience with RIAD.
Environment is robust, reliable and flexible. RIAD is ideal for collection, processing and dissemination of micro-data on institutions & financial assets. Thus, now considering: ADDING more datasets to the RIAD portfolio ENHANCING functionalities IMPROVING access and dissemination EXPANDING access

New dataset: List of investment funds (IF) Investment funds (ESA95 S.123 sub-sector) in the EU-27. Identification, location and key characteristics (merger, ISIN, NAV). Provisional exercise in 2004 – around 44,000 entities. Regular collection from mid-2008. Adding more variables to MFI dataset Collection of more variables to MFIs such as: total assets foreign status (identify foreign branch & foreign subsidiary) ownership structure (parent & ultimate parent) credit institution breakdown Other identification codes User requirements exercise (ESCB input) started recently. Collection of data tentatively from end-2008 onwards.

Enhancing RIAD functionalities Improved data access and links to other ECB databases. Improved Graphical User Interface (internal) functionalities. Availability of Graphical User Interface to external parties.

13 Planned changes: medium-term
New dataset: List of Insurance Corporations & Pension Funds Entities identified under ESA95 S.125 sub-sector in the EU-27. Definitions & conceptual framework – currently being discussed. Identification, location and key characteristics for collection. Reporting possibly from onwards. Contribution to Eurogroups Register Extent to which ECB’s extensive range of current and forthcoming registers can contribute to EGR (for discussion).

14 RIAD: Legislative framework
Legal instruments are published on the ECB’s website. MFI, NCBSI, IF: Regulation (EC) No 958/2007 of the ECB of 27 July 2007 concerning statistics on the assets and liabilities of investment funds  (ECB/2007/8). Guideline of the ECB of 1 August 2007 on monetary, financial institutions and markets statistics (recast) (ECB/2007/9). MPEC, EAD: Guideline of the ECB of 31 August 2000 on monetary policy instruments and procedures of the Eurosystem (ECB/2000/7). Refer also to associated Guidelines amending Guideline ECB/2000/7.
