4. The 10th Amendment
The Tenth Amendment is the Constitution's clearest endorsement of federalism: “The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the People.”

is a political system in which power is divided and shared between the national/central government and the states in order to limit the power of government. Both subject to the Constitution

On November 22, 2011, Governor John Kitzhaber declared a moratorium on executions, saying "I refuse to be a part of this compromised and inequitable system any longer; and I will not allow further executions while I am Governor.“
