2 How is Blight Identified and Documented Within an Area?
Blight is identified and documented through a Conditions Survey, a detailed study of a defined geographic area that includes both data collection and in-the-field observation for blight conditions Conditions found within the Area are evaluated as to their applicability to the definitions of blight found in the Colorado Urban Renewal Statute The Condition Survey findings are prepared in report format and presented to the Urban Renewal Authority / City The City Council makes the final determination as to a finding of blight

4 Survey Area Facts 448 real property parcels totaling 857 acres Rights-of-way totaling 396 acres Total study area of 1,253 acres Land uses by acreage: Commercial / industrial: 57% Vacant / undeveloped: 38% Residential: 5% Grouped into 46 “blocks” for ease of presentation of findings

Slum, deteriorated, or deteriorating structures Predominance of defective or inadequate street layout Faulty lot layout in relation to size, adequacy, accessibility or usefulness Unsanitary or unsafe conditions Deterioration of site or other improvements Unusual topography or inadequate public improvements or utilities Defective or unusual conditions of title Endangerment of life or property by fire or other causes Buildings that are unsafe or unhealthy for persons to live or work in because of building code violations, dilapidation, deterioration, defective design, physical construction, or faulty or inadequate facilities Environmental contamination of buildings or properties k5) Existence of health, safety or welfare factors requiring high levels of municipal services or substantial physical underutilization or vacancy of sites, buildings or other improvements
