I. Forming a Government

2. B. Every state forms a constitution
-States decided suffrage laws (white, male, 21, own land)
-states created legislatures and governors to execute the law
-states were given a lot of power.
C. The National Government was weak.
-U.S. Constitution was called The Articles of Confederation.
-Each state would have an equal vote in Congress
-Federal (National Government could NOT tax anyone.
-There would be no President or King.

3. -Federal Government could admit new states.
Land Ordinance of 1785 sold western lands
Northwest Ordinance of 1787 created the Northwest territory which would become 5 new states.
II. Why the New National government did not work!!
A. Spain and Britain took advantage of our weak national government.

4. B. The U.S. had no army, could not enforce treaties.
C. Britain made trading with the U.S. difficult
D. Every state had their own money
E. Trading between states was difficult
F. The states went through an economic depression
G. Rebellions broke out. Daniel Shays and his men stormed the Mass. Capital because of unfair taxes and loss of payment for his military service.
