Main strands of component 2
Analysis of the existing national system for the development and implementation of the NQF on structural and system level Development of mechanisms for networking and co-operation between all bodies included in the NQF system and all relevant stakeholders Enhanced institutional capacities working on the NQF system Support concerning the functioning of the NQF Management Information System

Key outputs An analysis of the existing national system for the development and implementation of the NQF along with recommendations for enhancements An agreed protocol involving all key stakeholders on the basis for networking and co-operation to support full implementation of the NQF A manual of procedures for the NQF unit including roles and responsibilities, flowcharts and forms A range of training materials for use with institutions, the NQF unit and the NQF Board covering all aspects of Qualifications and Framework development and implementation

Key Outputs Four study visits – Croatia, Poland, Scotland, France – which allowed key members of the NQF unit to see four very different Frameworks in implementation phase – these visits allowed them to see models of Standards and qualifications development, models of quality assurance used, systems for recognising non formal learning, options for stakeholder engagement; marketing and promotion of NQFs and types of database and register supporting NQFs

Key Outputs Specification for the register to support the NQF, along with key roles and responsibilities, documents and flowcharts and tools to allow for consultation with institutions and stakeholders 24 workshops/seminars/training/coaching sessions run engaging with key educational institutions, employer organisations, stakeholder organisations and MOES staff

Key recommendations for the future
There is a need for A fully staffed NQF unit in place to support the implementation of the NQF A senior Group or Board accountable for full implementation of the NQF The final agreed Protocol covering all key stakeholders to go live and support real engagement to ensure full implementation of all key processes which underpin the NQF Skills Councils or bodies established for key sectors and clear about their role in implementing the NQF and ready to take on the challenges and develop the opportunities

Key recommendations for the future
There is a need for The Register to be further developed. More work will be needed to ensure future development and sustainability of the MIS which supports the NQF (this will be developed further in the round table) A clear plan to be developed for further training ensuring that the new team we have with us today is supported by others from across all types of organization Further consideration to be given to the processes for recognising non formal education and training
