Joint Society Working Group Key Personnel Bylaws changes Updating Primary Kidney Transplant Physician Requirements Changes to Transplant Program Key Personnel Procurement Requirements Addressing the Term “Foreign Equivalent” in OPTN/UNOS Bylaws Sponsored by MPSC, collaborated with JSWG Implementation- September 1, 2017 Applications received on or after September 1, 2017, will be reviewed relative to these new requirements Three proposals that the MPSC sponsored and worked on with a Joint Society Working Group- Updating Primary Kidney Transplant Physician Requirements; Changes to Transplant Program Key Personnel Procurement Requirements; & Addressing the Term “Foreign Equivalent” in OPTN/UNOS Bylaws – will be implemented on September 1, 2017. Membership applications received on or after September 1, 2017, will be reviewed in consideration of these new requirements.

Membership Requirements for Intestine Transplant Programs Creates intestine program key personnel requirements in Bylaws Will require ALL intestine programs to reapply, meet new requirements Three other projects that impact the Bylaws will be implemented in the near future. These projects had previously been awaiting OMB approval on the changes to the membership applications forms, and UNOS received this approval in late July. These three projects are : Membership Requirements for Intestine Transplant Programs Membership Requirements for VCA Transplant Programs “General Supervisor” Requirements from Histocompatibility Bylaws Rewrite Phase II

Membership Requirements for VCA Transplant Programs Establishes more detailed and rigorous membership requirements for VCA programs Will require ALL VCA programs to reapply, meet new requirements

Histocompatibility Bylaws Rewrite Phase II To be implemented - “general supervisor” as histo lab key personnel OPTN Bylaws Appendices C.3; C.4; C.4.2; C.5.A; C.5.A.2; C.5.A.3; C.5.B; C.6.B Remaining changes from proposal implemented Sept. 1, 2015 ALL histo labs must designate a general supervisor

6 New Bylaws- What to Generally Expect
Intestine Program Bylaws Histocompatibility Lab General Supervisor Bylaws VCA Membership Bylaws Staggered implementation General Timeline 30 day notice that applications will be sent out to current programs 30 days later – send applications and opt out forms Set period for members to submit applications Set period to process (staff) & review (ad hoc MPSC subcommittee) applications MPSC approval at meeting = Bylaws implementation date Notice will be sent ~30 days prior to implementation Because of the volume of applications that will need to be reviewed to implement Intestine Program Bylaws, Histocompatibility Lab General Supervisor Bylaws, and VCA Membership Bylaws, UNOS plans to stagger the implementation of the Bylaws changes from these three projects. This slide shows a general timeline of the efforts that will precede the implementation of each of these Bylaws changes. Please note that these time frames are approximate and will be slightly different to implement each of these Bylaws changes.

Updating OPTN Definition of Transplant Hospital Awaiting programming changes - UNOS membership database Requires OMB approval of application forms More thoroughly defines “transplant hospital,” requires collection of additional information from ALL transplant hospitals May also include: Exception requests to be deliberated by MPSC Separating single transplant hospital into multiple transplant hospitals Combining multiple transplant hospitals into a single transplant hospital Two other Bylaws proposals are pending implementation that are expected to have a longer timeline until implementation. The longer timeline is to accommodate UNOS membership database programming changes that are necessary to implement these Bylaws changes. The first of these efforts-Updating the OPTN Definition of a Transplant Hospital – is summarized here as a reminder.

Pediatric Training and Experience Bylaws Requirements Awaiting programming changes - UNOS membership database Requires OMB approval of application forms Requires a “pediatric component” for all programs that wish to transplant pediatric patients Demonstrate that proposed primary pediatric transplant surgeons and physicians: Meet current key personnel Bylaws requirements Meet to-be-implemented, pediatric key personnel Bylaws requirements The second Bylaws project that you should be reminded of, and that will have a longer implementation timeline, is the Pediatric Training and Experience Bylaws Requirements adopted by the Board in December 2015.
