Resolution committing to more help for farmers:  The Chesapeake Bay Commission provided six recommendations in their "Boots on the Ground"  that could be included in a directive or resolutions 
A broader resolution that includes both agricultural and urban runoff
We are leaning toward resolutions rather than directives. Thoughts?
