3. Bioplin iz komunalnog otpada
The implementation of the project will contribute to the following strategic goals
in the area of waste management, set in the National Waste Management Strategy
(2005):
􀀹 Avoidance and minimization of waste to be disposed, with material and
energetic recovery of waste, and contribution towards the establishment of
an integrated waste management system which will eventually obtain
avoidance and minimization of waste volumes at source.
􀀹 Development of infrastructure system, to create conditions for efficient
functioning of the system, which involves establishing up to 21
county/regional waste management centers, with pre-treatment of waste
before its final disposal or landfilling.
􀀹 Minimization of risks from waste under the scope of which falls
remediation of existing municipal waste landfills (with closure or
prolongation of activities),

5. Bioreaktorsko odlagalište
Prednosti:
brža stabilizacija otpada
kraći monitoring
stvaranje dodatnog prostora na odlagalištu
povećana proizvodnja bioplina sa energetskim iskorištenjem
manji troškovi obrade procjednih voda
smanjena toksičnost procjednih voda
Nedostaci:
povećani problemi stabilnosti odlagališta
nema sličnih objekata u Hrvatskoj
investicija u odnosu na klasična odlagališta

6. Uloga Fonda
ULOGA FONDA ZA ZAŠTITU OKOLIŠA I ENERGETSKU UČINKOVITOST kod izgradnje regionalnih/županijskih centara za gospodarenje otpadom (CGO): korisnik koji priprema i provodi projekte u suradnji s županijskom komunalnom tvrtkom

7. Prethodne aktivnosti
SMJERNICE za pripremu i financiranje projekata izgradnje CGO – MZOPUG, veljača 2010.
Prethodne aktivnosti u Županiji:
donošenje Županijskog prostornog plana s utvrđenom lokacijom CGO-a ili lokacijama za istraživanje te makro-lokacijama za sve Pretovarne stanice (PS)
osnovana županijska komunalna tvrtka (ŽKT)
potpisan ugovor o izgradnji i korištenju budućeg CGO-a između Županije i svih jedinica lokalne samouprave (JLS) / odnosno međužupanijski ugovor

8. Sufinanciranje
MZOPUG upućuje prijedlog Fondu za zaštitu okoliša i energetsku učinkovitost za sklapanje Okvirnog ugovora o sufinanciranju istražnih radova i izradu projektno-tehničke dokumentacije s Županijom (omjer sufinanciranja 60% : 40%)
Izgradnju CGO-a sufinancira Fond i predpristupni EU fondovi u iznosu od 80%, a Županija učestvuje sa 20% ukupnog iznosa investicije.

Jedan natječaj za izgradnju odlagališta i MBO postrojenja;
Samo jedan ugovaratelj (FZOEU)-bolja koordinacija projekta;
Povećani iznos sufinanciranja od strane EU;
smanjenje ukupnih operativnih troškova projekta smanjenjem iznosa investicije koji bi se financirao preko kredita.
