Fast development of internet technologies. Improvement of telecommunication services. Usage of electronic signature. Prevalence of smart devices. Penetration of broadband internet.

4 Project In 2010 the Office of the Seimas signed an agreement on financing and management of the project supported by the EU structural assistance funds „E-Parliament: development of e-democracy measures at the Seimas of the Republic of Lithuania”

5 Goal of the project To strengthen interaction between the Parliament and society seeking: greater mutual awareness and understanding between the population and the Parliament; public participation in the process of preparation and adoption of decisions To strengthen interaction between the Parliament and society with the help of information and communication technologies seeking

What kind of e-participation tools we‘ll provide?

8 E-petition Possibility to the applicant:
Submission of e-petitions (appeals) signed with electronic signature Possibility to the applicant: to observe the proceedings of his e-petition consideration online receive information on changes in the proceedings Possibility to receive electronic responses Possibility to comment in-coming petitions Internet users in the internet portal will be able to

Acceptance (or rejection) of the petition. Consideration Presentation of consideration proceeding data and its results to e-petition author Announcement of petitions for public consideration and discussions Possibility to announce public voting for petitions Composing of documentation on petition consideration (press release, information to the authors), forwarding to other institutions for consideration, etc.

Registration of public legislative initiatives. Possibility to authenticated users to give remarks, proposals and comments on:  surveyllance of legal regulation. Possibility to internet users to give evaluation to legal acts or draft legal acts.
