1 Constance von Briskorn BIO by Deloitte 13-14th October 2014
Restoration efforts required for achieving the objectives of the Birds and Habitats Directives Interim meeting and Reporting Coordination meeting Constance von Briskorn BIO by Deloitte 13-14th October 2014

2 Rationale of the study Taking into account Target 1 and 2 of the EU Biodiversity Strategy & results of the recent reports under Art. 17 Habitats Directive and Article 12 Birds Directive, a substantial volume of restoration measures will have to be implemented if the planned targets are to be achieved within a reasonable time span. It is thus important to assess restoration needs and how these are covered by objectives across the Member States. © 2014 Deloitte SA

3 Objectives of the study
Provide an overview of current practices and approaches used by MS to identify restoration needs and set objectives and priorities for the implementation of the HD and BD Answer key policy-relevant questions regarding the general reasoning behind how MS set priorities, patterns, best practices and recommendations “Provide an overview of current practices and approaches used by MS to identify restoration needs and set objectives and priorities for the implementation of the HD and BD” Restoration needs Art 17, art 12 Restoration objectives Restoration priorities The EU Habitats Directive (92/43/EEC) requires Member States to ensure a ‘favourable conservation status’ (FCS). Although the term of ‘favourable conservation status’ is not anchored as such in the EU Birds Directive (2009/147/EC), the concept is very similar. The site-based approach of the Natura 2000 network, is the most powerful mechanism of the two Nature Directives This requires MS to set FRVs for the following parameters: range, area (for habitat types only) and population size (for species only). These values should be set at levels likely to ensure the long-term persistence of the habitat type/species in all or part of its range. Conservation status is to be assessed every 6 years and all the needed documentation to understand this process is given on the Art.17 reference portal . By the end of June 2013, Member States are expected to report updated information on conservation status, based on monitoring carried out during the period By the end of December 2013, Member States are expected to report updated information on the status of all bird species regularly occurring on the European part of their territory, based on monitoring carried out during the period All the documentation necessary to understand this process is given on the Art.12 reference portal. EU biodiversity strategy launched in 2011: targets in 2020 (6 targets) There are needs for restauration measures outide the Natura 2000 network The study will start with an exhaustive data collection. On top of the reporting for the nature Directives, it is proposed to use questionnaires and targeted interviews in MS and a broad literature search. The analysis will include quantitative assessments of restoration efforts, objectives and priorities in the wider European context, by comparing them against large-scale systematic conservation planning approaches. Best practices and lessons learnt from forerunners MS will be used to provide recommendations at EU and MS level about measures which could be taken to improve the progress towards this target. => See questions in the ToR

4 Defining and scoping "restoration"
Definition based on the parameters of Art. 17 Habitats Range Area Structure and functions Species: Population Habitat of species Difficult to quantify restoration needs for this parameter

5 Methodological tools Access database
FRVs Restoration needs (FRVs) – (Status quo) for individual habitat/species per MS and biogeographic region Coverage of needs (Quantified restoration objectives) – (Restoration needs) for individual habitat/species per MS and biogeographic region Status quo Restoration objectives Restoration priorities Qualitative analysis Natura 2000 sites data Contribution of Natura 2000 Deloitte PowerPoint timesaver

6 Methodological tools Sources of information
Systematically reviewed Reporting under Nature Directives Article 17 reporting Additional national Art. 17 publications available for 9 MS Article 12 reporting To determine restoration needs National documents PAFs To identify restoration objectives/ priorities Database Natura database (site level) Additional information on status quo and contribution of Natura 2000 Non-systematic review of additional sources Species or Habitats action plans Strategy documents on priorities setting Natura management plans Life + projects Scientific and grey literature on public objectives Deloitte PowerPoint timesaver

7 Data quantity and quality
Preliminary results Data quantity and quality Differs greatly among MS Example of restoration objectives set by MS Too general/ absent Qualitative (only type of information available for structure and function) Measurable Quantitative Differs across information types: FRV Status quo Restoration objectives/ priorities Key findings 1. More data available on Status quo than FRV 2. Better data quantity and quality for Status quo + FRV (from Art 17/ 12) than for restoration objectives (PAF) © 2014 Deloitte SA

8 Restoration need calculation from Art 17/12
Area restoration needs = FRA – Current Area For areas, calculation possible: - In 15 MS - For 644 entries - Covering 172 individual habitats Example Restoration needs of habitat Salicornia and other annuals colonizing mud and sand In BE (ATL region) = 0,53 km² In BG (BLS + CON regions) = 0 In IE (ATL region) = 0 In PL (CON region) = 0,004 km² In SE = 0,5 km² (BOR region) + 0,2 km² (CON region) = 1,234 km² representing approx. 16% of the current area However, these figures do not provide a comprehensive picture Lack of data: for this habitat, data are available for 7 out of 40 entries only Structures and functions left out: IE: Range: FV, Area: FV, Structure and functions: U1

9 Preliminary results Coverage of restoration needs by restoration objectives, confronting information from PAFs with Art 17/ art 12 data For those MS/Regions where a restoration need can be quantified for a certain habitat type and at a certain level What is the share of this need that is covered by restoration objectives ? Lack of comparability between data What is the share of this need that is covered by restoration objectives inside Natura 2000 sites/ outside Natura 2000 sites Not enough data on Natura 2000 share For those MS/Regions where a where an aggregated restoration need can be quantified can be quantified for a certain habitat type and at a certain level What is the share of this need that is covered by restoration objectives ? Not enough data What is the share of this need that is covered by restoration objectives inside Natura 2000 sites/ outside Natura 2000 sites Not enough data © 2014 Deloitte SA
