2 Integrated Supportive Housing (ISH) Update
2016 activities: In June 2015, 12 projects were approved under the 2015 Unified Funding (UF) RFP and the Open Window RFP. All have closed except two, which will be closing shortly. This will raise the total number of ISH units supported by OPWDD to 340 since the partnership with HCR began in 2012. Community on East Main (Hillside Children’s Center) in Rochester will close on 3/21 Heritage Gardens will close by early May.

2016 Unified Funding: The remaining $5M in appropriations from the budget ($15M total) were committed to support five projects. OPWDD is expecting the final awards to be announced by HCR in April 2017. A total of twelve applications were received and reviewed. If all 5 are approved, 52 additional opportunities will be funded.

4 Integrated Supportive Housing (ISH) Update
OPWDD is anticipating the capital appropriation level to hold steady at $15M for SFY This level of funding will support an average of 100 ISH units. $5M will be reserved for Unified Funding (9% LIHTC), the remaining will be used for other funding streams (e.g., 4% Open Window). In addition to HCR/HFA projects, NYC HPD projects will also be considered for OPWDD funding – agencies are encouraged to apply for funding soon. OPWDD is now accepting Open Window and HPD applications. Due to the high level of demand for these funds, it is unlikely that funding will remain available after the first quarter of the SFY (June).

5 Integrated Supportive Housing (ISH) Update
In 2017, OPWDD will participate in the Empire State Supportive Housing Initiative (ESSHI). This is the Governor’s landmark initiative to help alleviate homelessness across the state. ESSHI provides service and operating funds for ISH projects that support individuals who meet the RFP’s definition of homeless. Separate capital funding is required. The ESSHI RFP overview will be coordinated by OMH and should take place around mid-April. It is expected that there will be an information session provided regarding ESSHI for providers associated with all participating state agencies.

6 Integrated Supportive Housing (ISH) Update
General information sessions regarding ISH are being scheduled for April by OPWDD’s Office of Home and Community Living. Registration information will be circulated at least two weeks in advance of the first session. Sessions will be in a webex format and will cover traditional ISH (e.g., Unified Funding and Open Window) as well as ESSHI. Second half of April due to the holidays in mid-Aopril.
