Purpose of Troops to Education A program for the 21st Century Establish a Non-Profit organization to assist Military Veterans and their Spouses in securing jobs in the Public School Systems to help change and improve Public Education in America Transition the current, under-producing Troops to Teachers Program to a National Public-Private Partnership with the Department of Defense

History 1992, 10/23. Teacher and Teacher Aide Placement Assistance Program under the Department of Defense authorized by the National Defense Authorization Act as part of the Military Drawdown plan 1997, 9/30. Authorized Troops to Teachers (TTT) Program under the Department of Defense 2002, 10/1. TTT was assigned to the Department of Education as part of the No Child Left Behind Act and appropriated $18 million 2011, 10/1. TTT was unofficially transferred to the Department of Defense as a discretionary program with $13 million by an agreement between the Department of Defense and the Department of Education

History (continued) 2013, 10/1. NDAA officially transferred TTT back to DoD 2016, 10/1. ALL state and regional TTT offices closed 2017, 4/1. Non-competitive grants were offered to 14 states 2017, 5/1. Seven State Departments of Education and four state consortium applied for and received a grant

5 Existing Conditions Driving the need for Change - Teacher shortage
Teacher Demand/Supply. Increasing demand, diminishing supply.[1] Demand for approximately 300,000 teachers per year beginning in School-aged population will increase by 2 million students in the next decade Programs and reduced class sizes will require an additional 145,000 teachers , 35% enrollment drop in colleges of education Teacher pipeline is diminishing Retention. Difficulty retaining teachers, especially in the most high-need schools Economic Opportunities. Growing economic confidence Teachers, who delayed retirement because of recession, are now retiring More teachers leaving the profession for other opportunities [1] Learning Policy Institute,

6 Existing Conditions Driving the need for Change - Military Personnel
Military Personnel Pipeline. 200,000 leave military service per year 70,000 of these completing first enlistment Many have college degrees with eligibility for State-Approved Alternative Routes to Licensure (ARL) programs Many have skills in areas; including, mechanics, HVAC, bus drivers, IT specialist, security, etc Military Spouses. Lifestyle affects job satisfaction - a motivating factor for the active duty spouse to leave the service 41% employed, 50% of those not employed would like to be Licenses. 35% have professions requiring a license or certification 72+% of those in these professions must renew or reapply when crossing state lines

Limited services for those separated for more than 3 years. Who Active Duty Military. From time of initial assignment. Veterans. All veterans regardless of separation date. National Guard Reserves Spouses. Veterans and active duty. Widow(er)s. Veterans who died on active duty. Veterans who died from a service related injury.

17 Troops To Education A Call To Action: US Chamber of Commerce Foundation/Military Spouse Advocacy Groups Share importance of TTE plan with Congressional Contacts Facilitate a meeting with Special Advisor to the President to share TTE and how it can help fulfill her commitment to advocate for military spouses Participate in creation of Military Spouse Advisory Committee to share ideas with TTE on reaching spouses of active duty military and spouses of veterans; on support needed by military spouses; and on ways to improve services being offered
