Equitable division of property and facilities
No promotion of racial/ethnic segregation
No significant increase in state costs
No significant impact on education programs
No substantial increase in school housing costs
Primary reason cannot be to increase property values
Continuation of sound fiscal management/no negative impact on fiscal status

7. Approval
Approval of a territory transfer is determined by the County Committee
County Committee must determine that all nine conditions have been met
Committee has the discretion to approve the proposal, not the obligation

8. Elections An election for a transfer of territory is necessary when
The sole owner or majority of owners object to transfer or
One or more of the affected governing boards objects to transfer
The petition involves territory that constitutes 10% or more of assessed valuation
