BES3: PROPOSAL IDEA Proposal outline: To define effective mission planning for maritime surveillance To implement/develop technologies radar and electro-optic system sensors for early detection and identification, tracking of moving targets and the detection of marine pollution incidents. To provide a complementary development of radar & EO – sensors (high performance / low weight & consumption) onboard small platform (aircraft, balloon …) To integrate high performance datalink for information transmission To implement /develop data processing (fusion, real-time, …) Demonstration in quasi-operational scenarios Expertise: ONERA is expert in the development and integration of small / high performance sensors into light platform, and in data fusion / processing for detection/Identification applications Platform for demonstration Relevant Experience: National: MENAS & MENASBis, MOFREM … EU projects: TALOS, OPARUS, I2C 2

BES2: Low cost and “green” technologies for EU coastal border surveillance Improve maritime border security with Low cost and low impact on environment and population “No” constraint of deployment Capability of interacting with other systems Passive systems : Fulfill these cost and environment constraints : No transmitter (low cost) No effect on the population due to radio (tele) broadcasters (FM, TV (DVB)) Passive Receiving systems are discrete : small antenna array No rotating part No electromagnetic radiation

5 Maritime Border Security topic 2 : Low cost and “green” technologies for EU coastal border surveillance BES2: Low cost and “green” technologies for EU coastal border surveillance Current Passive system performances (terrestrial) Low sensitivity to clutter (for terrestrial systems) Detection/ltracking (multistatic system) performances on small target flying at low altitude (especially for DVB-T) up to terrestrial targets Capability of a component to be fused with the other bistatic pairs (for tracking) Capabilities/performances to be validated during the project Evaluate the passive system performances for maritime targets and low flying aircraft above the sea Selection of transmitter with sufficient “maritime “ radiation Potentially, analysis of the impact of a “slow” moving clutter (terrestrial receivers) Adaptation of the clutter rejection algorithm to mobile platform (maritime receivers) Enhancement of the passive tracking capabilities for dense target environment Demonstration (according to the individual components and to the passive system) Analyse the benefits of a fusion with other system Feasibility of such a fusion (passive systems are bi or multi-static) Fusion architecture (plots or tracks, plot attributes) Expected benefits of such a fusion
