3. What is this Restriction
Simplified: After leaving government service, individuals may not represent someone else to the government regarding particular matters that individual worked on while in government service.

4. RULE: An officer may not personally and substantially participate in a particular matter in which, to the officer knowledge, the officer, his/her spouse, child, partner, organization in which the officer serves as an officer, director, trustee, partner, or organization with whom he or she is negotiating or has any arrangement concerning prospective employment has a financial interest. An arrangement or negotiation for prospective employment is considered to create a financial interest of the officer or employee in the company with whom he or she is seeking employment. It has the same effect as if the employee purchased stock in the company.

Simplified rule: For two (2) years after leaving government service, individuals may not represent someone else to government regarding particular matters that were pending under their responsibility during the last year of government service.

8. This was former Seal Matt Bissonnette
He was one of the former seal and also a member of Seal team 6. He was the man who wrote a book called, “No Easy Day,” which told about the accounts of his raid that shot and killed Osama bin Laden. Which he did without the governments permission.
He was forced to forfeit $6.8 million of his huge book deal all royalties and speaking fees he received from 60 minutes and other speaking outings and apologize to clear up his ugly discharge with the pentagon.

9. Trade or Treaty
Simplified Rule: For one (1) year after leaving government service, individuals may not aid, advise, or represent someone else regarding trade or treaty negotiations that they worked on during the last year of government service.

11. Retirement
Retired military personnel (officers, enlisted and Reservist) may be subject to additional restrictions involving foreign government employment, or accepting fights from foreign governments. These restrictions come from the U.S Constitution and advanced approval is required. Contact the league office for counsel prior to engaging in foreign government employment or accepting gifts for a foreign government. Failure to do so may result in forfeiture of retirement pay.

Service members cannot decline this counseling. It is required prior to separation.
