1 National Airspace and Noise Policy
Tim May November 18 Focus Groups March 2016

2 OFFICIAL SENSTIVE : Without Prejudice
Airspace and Noise A lot has happened in the past year: Technology changes – performance based navigation becoming more common. Strong traffic growth, especially in the South East, putting pressure on airspace. Communities’ reaction to these developments. Industry demands for airspace modernisation. Airports Commission’s final report, including national recommendations. CAA’s review and consultation on its airspace change process. All these factors have led us to embark on a review of our own policies and guidance. 3 Airspace and Noise Project Overview (1)
Government policy to balance the needs of industry, passengers and communities Review guidance on concentration/respite/multiple routes Appropriate metrics to help calibrate the decisions made on airspace design OFFICIAL SENSTIVE : Without Prejudice GOVERNMENT IN CONFIDENCE : This information has been communicated in confidence and must not be published. 5 Airspace and Noise Project Overview (3)
Government’s influence over the CAA’s air navigation functions Support CAA on their review of the airspace change process Review CAA’s air navigation objectives and guidance to them – transparency, options analysis, taking into account the range of environmental impacts Defining change: Review CAA powers to oversee planned and permanent redistributions of aircraft traffic made by Airspace Navigation Service Providers (ANSPs). 6 Airspace and Noise Project Overview (4)
Government’s role in regulating airspace and noise - proportionate, transparent and strategic Consider more strategic role for the Secretary of State, strengthened by clear guidance Review of policy on Noise Preferential Routes at the designated airports OFFICIAL SENSTIVE : Without Prejudice GOVERNMENT IN CONFIDENCE : This information has been communicated in confidence and must not be published. 7 Airspace and Noise Project Overview (5)
Trust in how noise impacts are taken into account As recommended by the Airports Commission - consider role for a new Independent Aviation Noise Body with involvement in: airspace change process; noise mitigations; best practice guidance; noise research; back-stop mediation and audit. 8 Airspace and Noise Project Overview (6)
Proportionate use of operating restrictions Competent authority for EU Regulation 598/2014 to oversee the process for introducing operating restrictions – ensures the ICAO Balanced Approach is followed. Framework for dealing with noise that is consistent across all airports For non-designated airports, controls agreed locally Review designation in light of any independent oversight of aviation noise and competent authority OFFICIAL SENSTIVE : Without Prejudice GOVERNMENT IN CONFIDENCE : This information has been communicated in confidence and must not be published.
