Child Care Licensed Programs are to ensure the health and safety of children in care. The Child Care Licensing Program strives to provide preventive, protective, and quality services to children in care by ensuring that licensed facilities meet established health and safety standards through monitoring facilities, providing technical assistance, and establishing partnerships with providers, parents, and the child care community.  73,488 facilities; 1,383,680 children served Infants, toddlers, preschool, before-and-after school care Private providers include home-based, center-based, community-based, for-profit, non-profit, church related, corporate, franchises Subsidized and non-subsidized

California Department of Education (CDE) provides 3.8 BILLION subsidized child care 700 LEA’s, private non-profit, agencies for approximately 450,000 children (Note: LEA’s are exempt from Title 22 Licensing; others are required to be Title 22 Licensed. 11 The Instructional Guide written to accompany the Preschool English Learners Resource Guide (Second Edition, 2009), as well as companion PowerPoints and a Knowledge and Skills matrix, are available below. The purpose of this Instructional Guide is to support faculty in deepening their students’ understanding of how to promote language, literacy, and learning in preschool English learners. This guide provides suggested activities and resources for use by faculty in community college and university courses in California. This volume is an essential resource for administrators and teachers of preschool programs.
