2 R1 & R2 PacifiCorp defines data quality criteria as:
Telemetry Failure Reasonability Limit (outside defined bounds) Backup Value Manual Entry or Alarm Override Questionable Value (percentage bad data) Discrepancy Between Telemetry and State Estimation Above indications displayed in SCADA and on alarms pages for operator visibility Primary procedure has been implemented which defines operator actions and which references additional procedures for each type of error

3 R3 PacifiCorp defines Real Time Assessments as:
State Estimator (SE) PAC Real Time Contingency Analysis (RTCA) PEAK RTCA (alternate) SCADA one lines and calculations SCADA alarm process Data quality indications include SE or RTCA failure to converge Increase in the total number of “E” flags SCADA point quality indications Alarms Primary procedure has been implemented which defines operator actions and which references additional procedures for each type of error

4 R4 PacifiCorp has an independent process to monitor the alarm process (Sentinel Remote Terminal Unit (RTU)) in both active and standby servers Alarm process cannot be used to alarm for itself A red strobe light flashes in the control room when the independent process determines that the alarm process has failed Operator actions are to immediately contact technical support.
