The RCT is responsible for developing a Harmonized Standard (a.k.a Radio Conformance Test Specification)
Contains essential radio requirements and related radio test suites
First draft in Public Enquiry early 2001; revised draft in process since June 2001
The objective is to finalize the HS in BRAN#28 in April 2002

Harmonised Standards should not be restrictive as to which technologies are permitted, hence an interpretation which is applied by CEPT states will be helpful in assuring uniform implementation
It was agreed that the interpretation of ERC decision (99)23 should be as follows:

DECIDES 1. that for the purpose of this Decision High Performance Radio Local Area Networks (HIPERLANs Types 1 and 2) shall mean equipment complying with the relevant European Telecommunications Standards; "
The relevant European Telecommunications Standard for HIPERLAN Type 2 developed by ETSI is EN 'Radio Conformance Test'.

What Does It Mean?
The Harmonised Standard EN is currently being revised, and therefore becomes a key reference document in this interpretation
HS will be standard independent
Any 5 GHz high performance RLAN conforming to the HS is allowed to operate in CEPT countries
