5 What is the definition of “Regional” as it relates to Measure I?
The Subarea believes that there are two types of regional projects…. Regional projects with “Capital R’s”. These projects include widening Interstate 15, SR 138, constructing the new U.S. 395 and constructing the High Desert Corridor. These projects are “Interregional”-type projects and should be funded with Interregional type-funds, funds with a Capital “F”, Federal / State Funds. 2. Regional projects with small “r’s”. These are projects that most directly serve those who pay the Measure I sales tax. Projects include interchanges, river crossings and “primary routes of travel within the Subarea” that “address current road needs, ease congestion and improve safety”. “Any multi-jurisdictional, capacity enhancing project, so costly that it could not, nor should not, be funded by any single jurisdiction.” - Richard Pedersen, P.E.
