2 Welsh Assembly Government compulsory purchase powers are an important tool for local authorities and other public bodies to use as a means of assembling the land needed to help deliver social and economic change. Used properly they can contribute towards effective and efficient urban regeneration, the revitalisation of communities, and the promotion of business – leading to improvements in quality of life. The Law Commission Difficult to locate, complicated to decipher and elusive to apply. The case for its reform is overwhelming and has been recognised by Government
