2 Act 191 (2006) Employer Assessment $1/day on
All employees of employers who do not offer insurance Employees of employers who offer insurance to some employees, but who are not eligible themselves. Employees who are eligible for coverage through their employer plans, but choose not to enroll, and are uninsured.

3 Employer Assessment (cont.)
The assessment is calculated quarterly on Full Time Equivalents (FTEs) The first eight FTEs are excluded from the calculation of the assessment, reducing to four FTEs in 2010 The assessment will increase at the same rate as the premiums in Catamount Health (estimated at 5% per year).

4 Act 191 (2006) cont. No individual requirement to have health insurance Report to review necessity of an individual mandate if less than 96% of Vermonters are insured by 2010
