3 Sector input and buy-in
This picture displays a very high level view of the plan and approach to these changes. As you can see and as discussed we have already: CLICK 1 (tick)– received recommendations from the PLD Advisory Group. In December 2013 an independent advisory group was formed to Provide advice on the future design of PLD Focus on PLD investment to build the PLD system to promote building capabilities of teachers and leaders Include informal and formal activities in PLD Review both English and Maori medium PLD advisory group recommendations were made in December 2014 Including focus on the following principles: A Coherent learning system focussed on priority goals Disciplined inquiry Deep knowledge and skills Multiple opportunities to learn Sustained improvement CLICK 2 (tick) In September 2015 Cabinet agreed to the implementation of changes based on PLD Advisory Group recommendations Including: Publishing national priorities Developing an accreditation process for PLD experts Developing an evaluation framework Supporting networks to build technical and content expertise Improvements to the procurement of PLD services Improve the monitoring of the Government’s expenditure on PLD CLICK 3 (tick) Contract extensions were completed for 1 year to complete the 2016 PLD service delivery A centralised allocation process was used to undertake the 2016 allocation CLICK 4 (tick) The Implementation Reference Group (IRG) was formed in November 2015 and has membership from all major sector peak bodies. The groups purpose is to support the design & implementation of the PLD changes. As part of the design the IRG nominated members for expert working groups in the following areas: Networks of Expertise Access – National Priorities Accreditation and Quality Assurance Communications and change (Final meeting 12 May 2016) The working groups refined the advice of the PLD advisory group into a high level design from which were endorsed by the IRG CLICK 5 (tick) Once the designs of the working groups were endorsed by the IRG and developed into operational processes we were able to test the design with the sector and gather additional inputs and validate the design with front line users. We then set in motion the implementation planning for how to implement the new system CLICK 6 (circle) We are currently in the implementation stage with accreditation and procurement processes underway and regional office and sector briefing scheduled to occur next month.

Setup Working with sector Area allocation panel The purpose of this process is to create a clear view and confirm the steps that will be required in the access/ allocation process. This allows us to develop the right training materials, guidelines and tools to enable the sector, providers, regional and national office to undertake a smooth transition into the new access process It essentially starts with inputs from the new area allocation panels and regional offices in determining the regional priorities as an indicator for PLD engagements, the result of this exercise along with direct requests from school, kura and CoL will guide the work of the regional office education advisors (formerly senior advisors) and Lead Advisors to integrate PLD conversations into their regular interactions with the sector. The prioritisation will also identify if any specific schools, kura or CoL would benefit from additional expertise in the planning stages for making a PLD proposal. This is expected to be in the form of a fixed grant of facilitator delivery hours. At this point the school, kura, or CoL can select a facilitator with a suitable skillset to engage in co-constructing a PLD proposal with school, kura or CoL and the education/lead advisor. At this point the education/lead advisor is responsible to draft the document which is the first part of what we call the PLD Journal. This will allow for capability building in not only the school, kura or CoL but also in the regional offices through PLD facilitator exposure. Once the proposal is complete it will be considered by the ‘Area Allocation Panel’ This will be a sector nominated group convened by the Director of Education – we will be asking you about this in the workshop later on. At this time the panel may grant or decline a proposal or if they believe that a more robust inquiry process is needed then make a conditional allocation to focus on inquiry and return to the panel with an updated proposal (it is anticipated that if this is the case the allocation would exceed that of a fixed planning grant). Once the allocation is made the school may seek to continue with an existing facilitator if they have one or select a facilitator from the list. They will then define the detailed delivery plan and confirm the appointment with the national office. This is a co-constructed plan between the facilitator and school, kura or CoL that also serves as a statement of work for the facilitator. Once confirmed the delivery of PLD commences with responsive feedback reports each 6 months and a final report upon conclusion. Again these are co-constructed between the school, kura or CoL and the facilitator. Service delivery
