Received a complaint from the owners of Hunter’s Diner, 18 Genesee St in regards to vehicles being parked in front of their business long term.
Tenants from 10 and 14 Genesee St have no onsite off street parking available to them and in return park for extended periods of time on Genesee St.

Vehicles are being parked on Genesee St in area of Hunter’s Diner on a Friday night after 5pm then leave the vehicle there until Monday morning.
When vehicles do this they are occupying the parking space the entire weekend making it difficult for customers of the near by businesses to park in close proximity.

In the winter months this practice impedes snow removal.
Leave snow piles behind when the vehicles do leave because snow plows are unable to remove the snow from the parking space while it is occupied.
Then customers of the area businesses can’t utilize the parking spaces either because someone is parked long term or because of the built of snow that could not be removed while the space was occupied.

10. Amendment To Parking Code
To help resolve this issue without negatively impacting other businesses and residents I would recommend implementing NO Overnight Parking from 3am until 6am.
This would not only prevent tenants living downtown from parking long term on street it would also assist with snow removal and special events that are held downtown were street closures are required.

If someone needed to park overnight in downtown there are plenty of options for overnight parking:
Seminary Ave Parking Lot
Dill St Parking Lot
Parking Garage

12. Amendment to Parking Code
Section of the municipal code currently states that there is No parking from 3am until 7am on Genesee St from William St / Dill St to Loop Rd.
Proposing two options to change overnight parking in downtown.

The following streets would be no overnight parking from 3am until 6am to include the following additional locations:
Genesee St from James St to John St / Owasco St
South St between Genesee St and Lincoln St
Entire length of Market St
State St between Genesee St and Dill St
Entire length of Dill St
Seminary Ave between Arterial East and E. Genesee St
Entire length of S. green St

Option #2
Genesee St from John St / Owasco St to James St No Overnight Parking from 3am until 6am.
