8 General Consequences of the case
High financial losses for associations, players and bet providers but also for each individual player Football clubs as commercial enterprise with high debts after elimination of international competitions leading up to loss of jobs Citizens lost trust in sports, but also athletes and officials. Professional football and sport bets, based on performance and fairness, are shaken to the very foundations and suffer considerable image damage. 9 General Problems for law enforcement
The cooperation with 30 states is difficult and lengthy. Suspects use very new ways of worldwide communication-systems that are difficult for monitoring. During one fixed match up to 50 persons in 10 states and different continents are simultaneously involved in different criminal activities; the coordination is impossible. Different criminal liability for match fixing and betting-fraud: From acceptance of benefit, granting of an undue advantage, betting fraud, organised economic crime, up to formation of a criminal association. It is difficult to get the evidences for the fraudulent bets, especially in Asia. Monitoring- and Early-Warning-Systems have no evidentiary value.
