1.35 million children
10% of all children living in poverty are homeless
Over 40% of all children who are homeless are under the age of 5
In school year, Colorado school districts identified and served 24,685 children and youth experiencing homelessness

4. Definition of Homeless
Individuals who lack a fixed, regular, and adequate nighttime residence:
Sharing of housing
Motels, hotels
Public or private place not designed for sleeping
Inadequate Trailer parks
Cars, parks, and abandoned buildings

Substandard housing
Shelters
Abandoned in hospitals
Campgrounds
Unaccompanied youths who qualify as homeless
Awaiting foster care placement
Migratory children who qualify as homeless

6. = Equal Access =
Homeless students have equal access to all programs: Special Education, Migrant Education, ELL programs, Vocational Education
They automatically qualify for Title IA, School Meals, and After School Programs
Homeless Preschoolers may be given priority enrollment
Unaccompanied youth have the right to enroll without a legal guardian

7. State and District Title IA plans
State and District Title IA plans must demonstrate compliance with the McKinney-Vento Homeless Assistance Act (Title X of NCLB) and coordination with the district’s Homeless Education program. Title I, Part A - Sec. 1111(a)(1) and Title I, Part A - Sec. 1112(a)(1)
Districts are required to provide a Title IA homeless plan and set-aside reservation in the Consolidated Application

8. Title IA Requirements
Homeless students are automatically eligible for Title IA support, regardless of their school of attendance.
Homeless students must be served by Title IA:
through their school’s Title IA program and/or
through the mandatory reservation of funds set-aside
Schools with school-wide Title IA programs must provide similar services to homeless students as are provided to other students being served by the school’s Title IA program. Title X, Part C – Sec. 722(g)(4)(B)

Title IA mandates that school districts set aside a portion of their Title IA dollars to serve homeless students attending non-participating schools. This is known as the mandatory reservation of funds set-aside. Title I, Part A - Sec 1113(c)(3)(A)
Includes providing educational support services to children in shelters and other locations where homeless children may live

10. Title IA Requirements (Continued)
A district has the discretion to use reserved funds to provide services that are not ordinarily provided to other Title IA students and that are not available from other sources
Federal law does not mandate a specific set-aside calculation method or amount. The amount reserved is to be determined by the district, as appropriate.
BE INTENTIONAL when determining your set-aside. Be sure to include your District’s Homeless Education Liaison.

11. Formulas for Determining the Title IA Set-Aside Amount
Review needs and costs involved in serving homeless students in the current year and project for the following year
Multiply the number of homeless students by the Title IA per pupil allocation
For districts with subgrants, reserve an amount greater than or equal to the McKinney-Vento subgrant funding request
Reserve a percentage based on the district’s poverty level or total Title IA allocation

12. Strategies for Title IA/Title X Implementation
Establish a formula to allocate Title IA set-asides for homeless children and youth
Use Title IA funds to provide tutoring and/or outreach services to children and youth living in shelters, transitional living programs, motels, and other temporary residences

Collect data on students experiencing homelessness as part of the overall district-wide data collection system
Pool Title IA and McKinney-Vento funds to provide a comprehensive program for homeless students
Ensure coordination between Title IA and McKinney-Vento through state and local planning and activities

14. Title X Set-aside Funds
Can:
Meet basic needs (clothing, supplies, health) of homeless students so that they can participate in school
Support homeless liaison position
Hire special teachers, aides, and tutors to provide supplemental instruction

15. Title X Set-aside Funds
Can:
Provide outreach activities to homeless parents
Provide after-school and/or summer programs
Provide emergency food while the student is in school, including breakfast, lunch, and snacks
Defray medical, dental, and vision expenses

16. Title X Set-aside Funds
Can:
Pay fees associated with obtaining birth certificates
Pay fees associated with obtaining immunizations
Pay the cost of GED for homeless students
Pay the cost of GED to improve literacy skills of homeless parents

17. Title X Set-aside Funds
Can:
Provide activities other than direct instruction, provided the activity promotes student achievement
Provide transportation to and from after-school programs
Provide transportation to and from the school of origin, if attending the school of origin is deemed in feasible and in the student’s best interest

18. Title X Set-aside Funds
Can:
Provide the cost of cap and gown to wear at graduation
Pay for student projects and/or field trips
Provide academic support as well as non-academic support to homeless students in non-Title IA schools

19. Title X Set-aside Funds
Cannot:
Provide clothing assistance for parents
Pay for the cost of prom dresses, sports, or yearbooks
Pay for physical exams to participate in sports
