2005 – Legislation passed authorizing Department to administer electronic system for temporary tags. Department authorized a pilot to determine the feasibility of mandating participation. The Department concluded that such a system was feasible and moved toward full implementation.

Florida required all dealerships to use ETR to issue temporary tags (print on demand) and transmit registration data electronically to the Department. ETR was expanded to allow for dealerships to transfer metal license plates from one vehicle to another and report this information via ETR.

4 ETR Rulemaking ETR Rulemaking
The 2009 Legislature authorized the Department to adopt rules regarding ETR. Rules are filed in the Florida Administrative Code and serve to clarify the statutes (laws) and set procedures consistent with the statutes. Florida implemented new rules in December 2010 which set forth: Provider Requirements Exemptions, Restrictions and Enforcement Dealer Requirements

In Florida, ETR providers contract with dealers to provide a system that allows connectivity to interface with the Department’s database. ETR providers must: Enter into a contract with the Department Post a performance bond or irrevocable letter for $50,000 Pass structure test Ensure all principals and prospective users have had a criminal history check

6 ETR Stats ETR Stats Florida currently has 9 ETR Providers – 2 others are undergoing structure testing From July 2010 – April 2011 (FY To Date) 838,469 – Temp Tags Issued 310,498 – Temporary Metal Plate Transfers 1,148,967 – Total ETR Transactions

7 What are the Benefits of ETR?
Law enforcement has immediate access to temporary plate ownership information. Fraud deterrent. Access for parking ticket and toll authorities. Discontinuance of the manual temporary plate log book.

8 Current ETR Issues Current ETR Issues
Florida law limits the number of Temporary Tags allowed to two per vehicle, per customer. We were having problems with dealers creating new customers in the system to allow for a third temporary tag for the same vehicle (same customer).

Recent programming changes to limit issuance of temporary tags – dealers will have to go to a tag office to obtain any additional with the following rules: The ETR system can issue two temporary tags per vehicle, per customer A third temporary tag can only be issued if there is a new customer, with a new Florida driver license number or existing customer number (will not allow dealer to a “create” customer) The ETR system cannot issue more than four temporary tags to any vehicle The number of issuances is tied to the dealer – if the dealer changes, they are allowed to issue temporary tags subject to these rules

Provider verifies criminal history check for user Authorized users entered into system System only allows authorized users to use ETR Fee Calculator The Department currently has a fee calculator available in another system that it is working to provide in ETR Assists dealers in getting accurate fees to customers
