6 Organisation - step three (2001)
The association of the European National Mapping Agencies (40 countries) The merger of CERCO and MEGRIN, born on 1st January 2001 the policy makers (from CERCO) the operational arm (from MEGRIN Working for the European Geographic Information Infrastructure

10 De-centralisation + Co-ordination
compared to ‘old’ MEGRIN : de-centralisation of Project management stronger Head Office (France) the arm of the MB administration & finances strategy, policy, priorities and planning communication and co-ordination compared to CERCO-MEGRIN structure co-ordination of Projects and WGs within global EuroGeographics objectives & strategy If mission and objectives generally unchanged the merging has compelled us to review the operational organisation, following 2 key words : decentralisation and co-ordination already started during the last year of MEGRIN, the decentralisation is a long way off the original MEGRIN Project Team when all responsibilities were ‘central’; if the Head Office may still be the initiator of new projects or activities, in the current work organisation the responsibilities of all mature Projects are de-centralised to one EuroGeographics Member, and the Project budgets are managed independently of the core-budget. on the other hand, the multiplication of the projects and WGs makes it necessary that a stronger co-ordination is effective in keeping all activities consistent between themselves, coherent with the global EuroGeographics strategies, and in facilitating the necessary synergies : this is the role of the Head Office

11 Dublin 2-5 September : 1st GA
One-day ‘open’ conference, two sessions public-private partnership creation-maintenance of reference data data edition and dissemination applications and services the European Commission & the NMAs DG-ENV & E-ESDI DG InfoSoc and eContent JRC-SAI

12 1st GA conclusions Private sector, the European Commission & NMAs agree that the E-ESDI initiative is much welcome data availability is not the key-problem, reference data harmonisation is policies and financial strategies are the key to the solution, that need to be elaborated in close collaboration with NMAs and Member States

13 construction of the (E)ESDI, (previously called EGII)
EuroGeographics and its Member NMAs : the main actors for the construction of the (E)ESDI, (previously called EGII)

14 EGII’s contributions Policy : Awareness and discovery :
GI2000, ETeMII, Green Paper on access to public data, … Awareness and discovery : metadata : GDDD, ESMI, LaClef Data harmonisation : geodetic and cartographic coordinates administrative boundaries small scale medium and large scale

15 Geodetic co-ordinates president : Erich Gubler (Switzerland)
Data harmonisation (1) Geodetic co-ordinates WG8 - EUREF president : Erich Gubler (Switzerland)

16 Geodetic coordinates achievements: a complete unified co-ordinate system for Europe definition, implementation of ETRS89 recommendations adopted by the COGI definition, implementation of EVRF2000 recommendations to be adopted by the EC cartographic projections

17 Administrative boundaries
Data harmonisation (2) Administrative boundaries the SABE project project co-ordinator : B Weichel Project manager : H Bennat (BKG-Frankfurt-Germany)

18 SABE progress summary (1)
SABE-SIRE CD : pilot to be released SABE’95 SABE’97 version 2 : new formats, new products, new countries new agreement with EUROSTAT (including Internet licence)

19 SABE ‘97 version 2 Distributed in February 2001
New countries (EE, LT, PL) New formats (ARC/INFO Export and ARC/View shape) New product types (Standard, regions or selected administrative levels, centroïds) SABE 97 Version (inclusion of Greek data set will follow end of November)

20 SABE progress summary (2)

23 the EuroGlobalMap project
Data harmonisation (3) global (500k-1M) scale the EuroGlobalMap project project co-ordinator : J Ratia Project manager : Heli Ursin (NLS-Helsinki-Finland)

24 EuroGlobalMap (500k-1M) Background The EGM Project
sub-regional initiatives : MapBSR, BALANS Global Map, a contribution to agenda 21 The EGM Project European coverage feasibility study 1999~2000 EuroGeographics Members committed project setting-up 2000~2001 eContent proposal (rejected) EuroGeographics still proceeding with EGM

25

26 EGM issues Administrative boundaries Funding Licensing, pricing
contains up to NUTS3, or equivalent consistency with SABE : geometry : no, but internal consistency semantics : yes Funding some countries might need financial support second proposal to be prepared Licensing, pricing “marginal price” vs. “cost recovery”

27 global scale products Nordic map database MapBSR feasibility

28 regional/national scale (100k~250k) the EuroRegionalMap project
Data harmonisation (4) regional/national scale (100k~250k) the EuroRegionalMap project project co-ordinator : J Théatre Project manager : N Delattre (IGN-Bruxelles-Belgium)

29 EuroRegionalMap background the ERM project ETDB VMap level 1
the PETIT Project (INFO2000) the ERM project a longer term answer to the GISCO (EC) needs still in demonstration/stimulation phase an initial core of 6 countries (started 1/01/01 on own budget) eContent funded project starts 1/01/02

30 ERM “core” Ireland Northern Ireland Denmark Belgium Germany France

31

32 ERM issues Administrative boundaries Europe-40 coverage
creates new adm. bound. consistent with other line features (rivers, coastlines, …) to replace SABE when ERM completed? Europe-40 coverage more countries already interested to join additional funding to be secured strong European Commission signal?

33 EuroRegionalMap developments
PETIT ERM project ERM-6 maintenance & extension ERM version1

34 Data harmonisation (5) Planning for the future 5~10 years and more...
next steps : medium and large scales (1~10 m. resolutions) Planning for the future 5~10 years and more...

35 Next steps (1) Aiming for 1-10 m resolution
Applications not yet on the market, but foreseen by many players Needs for governance : environment, security, ... Complex synergies Several administrations, local, national Private and public partnership needed

36 Next steps (2) Not a pan-European DB but development of an infrastructure and interoperability mechanisms Ambitious, needs European support (financial, political mostly) Two complementary approaches market : road data and services Sep. WS at Insbruck (Austria) with private sector general interest : reference data specifications 18/10 bid to CPA3 call

38 Provisional plans (1) Conduct in parallel the following:
1- Support small scale harmonisation for a quick solution to pan-European coverage: 1:1M in 1-2 years 1:250k in 2-3 years 2- definition of the specifications for multi-scale reference data covering “all” GI needs for the European Commission, and the citizen also coherent with market requirements

39 Provisional plans (2) Address in close collaboration between the EC, the NMAs and Member states 3- policies on public data access, exploitation pricing, funding 4- assessment of the capabilities for supplying data to the EC availability, compatibility organisational, policies, financial

40 Provisional plans (3) Involve all actors contributing to the production and maintenance of reference data: the European Commission EuroGeographics & the NMAs the Cadastre and local authorities the private partners etc.

41 Merci !
