2. Defining the product
The incremental development of a high quality pan-European spatial data infrastructure at medium scale ( 1/ ), which could be used as reference data for multifunctional purposes in visualisation as well as in spatial analysis.
Spatial resolution allowed 1: – 1:
Data content restricted to topographic data usually maintained by mapping agencies
Basic spatial analysis requirements

3. Harmonisation approach
Determining a core reference dataset acceptable to producers, which is the best compromise in term of harmonisation

4. Findings
Integrating information and upgrading topology (full connectivity) is work consuming
Finding compromise for international boundaries can be time consuming and could require displacement of topographical features -> has to be agreed at the very beginning of the production.

Virtual DB 1:
National
Applications: WFD, routing etc
By online tools NMAs will open the national data for European activities. NMAs will keep control of their national subset and udate the data as soon as the national DB is updated.
The online tools would operate in line with EuroSpec principles, they would allow to upload the national data, provide the quality check and assure consistency with neighboring country.
Virtual DB serves as the master source for different EuroGeographics products: EGM (by generalisation), SABE, ERM. Of course the product creation should be co-ordinated and the quality assurance made.
There is a question mark about if the application should be developed directly from the virtual DB.

Market demands
Niche in the market for 1: scale high quality, constantly updated dataset from “trusted” sources
Reference data for EC activities: Water, Noise, Transport etc.

SABE connectivity with topography
ERM is produced NOT to compete with the private industry, but to provide a basis (reference data) for their solutions.
The markert demands were gathered from PETIT, ERM users study, feedback form current SABE users/distirbutors, Data Policy ws attendees, EC.
Important to mention WFD and the current demand for seamless European coverage for the reporting purpose.

11. eContent programme opportunities
Action line 1.1. Cross-border information services based on PSI:
Focus - the interactive added value services
Possibility to develop and test an EuroSpec prototype
Opportunity to build the data for Water Framework Directive (reporting purpose)
No funding is available for the harmonisation effort of the NDBs
The 4th eContent call will be open at December – March and incase of the successful selection the eContent project will star in summer 2004.
