Bush in the 1992 presidential election and took office in 1993 Clinton won, in part, because the US entered a recession in 1991 Clinton worked to move the Democratic Party the center, embracing both conservative and liberal ideas The economy improved the Clinton administration The recession ended shortly after he took office and the economy improved throughout his two terms In 1998, the federal budget had its first surplus in 30 years Clinton worked with moderate Democrats and Republics to reform the welfare system Clinton tried, but failed, to reform the American health care system Put forward a plan to provide health care to the millions of Americans who lacked insurance Appointed his wife Hillary, who had spent her career as a lawyer and child welfare advocate, to head the team creating and pushing the plan Health insurance lobbying and Republican opposition meant that the bill was never voted on
