4 What is public policy? A public policy is an action the government takes to solve problems and achieve goals. Public policy can take the form of: Laws Regulations A decision to NOT act Public policy is carried out by each of the three levels of government: Federal, State, Local

5 What is federalism? Federalism is the system in which powers are divided and shared among the levels of government Federalism is different from what other two systems of government?

6 What do we call the powers which belong to the federal government?
Powers belonging to the federal level of government = Delegated Powers. They may also be called enumerated or expressed powers because they are expressly written in the Constitution What are the powers that belong to the federal government? Declare War Coin Money Maintain a military Regulate commerce/trade Make treaties Establish post offices Provide social security Regulate broadcasting

State’s powers called reserved powers. The U.S. Constitution states that all powers NOT WRITTEN in the Constitution are reserved to the states. Which amendment allows for these reserved powers? 10th Amendment What are the reserved powers? Provide education Run elections Establish local governments Issue licenses (gun, marriage, divorce, drivers) Regulated businesses within the state Charter (create) banks
