Create a Managed Metadata Service in Central Administration
Add Administrator
Start service
Create Term Set for navigation

New: Managed Metadata Service
Select the service
SERVICE APPLICATIONS tab: Administrators
Quick Launch: System Settings
Start Managed Metadata web service
Term Set
CA > Manage service applications
Click link: Metadata (not connection)
Add Group, Term Set, & Terms
In GENERAL tab add administrator and save
INTENDED USE tab, check box for Site Navigation

CA > App Mgmt > Create site collections
Title, Description, URL
Template: Publishing/Product Catalog
