4 Why Are We Reviewing Colorado’s Academic Standards?
SB , Colorado’s Achievement Plan for Kids (CAP4K), requires a regular process to review and revise the standards. The first review and revision cycle is set to conclude on or before July 1, 2018 and every six years thereafter. This process is state driven and is not related to the ESSA State Plan development process.

11/19/2018 Key Components of CAP4K Related to Standards The Colorado Academic Standards must: Minimally include: reading, writing, mathematics, science, history, geography, visual arts, performing arts, physical education, world languages, English language competency, economics, civics, financial literacy HB requires addition of optional, secondary computer science standards by July 2018 Be comparable in scope, relevance, and rigor to the highest national and international standards Require the development of creativity and innovation skills; critical-thinking and problem-solving skills; communication and collaboration skills; social and cultural awareness; civic engagement; initiative and self-direction; flexibility; productivity and accountability; character and leadership; THE ABILITY TO USE INFORMATION AND COMMUNICATIONS TECHNOLOGIES TO FIND, EVALUATE, CREATE, AND COMMUNICATE (HB ) Be aligned with career and technical education standards, as practicable Be aligned with the state’s postsecondary and workforce description Lead to postsecondary and workforce readiness

9 Guiding Principles for the Standards Review and Revision Process
11/19/2018 Guiding Principles for the Standards Review and Revision Process Transparent: Process and decisions are public Inclusive: Process involves key stakeholders Research-informed: Process informed by research, lessons learned from other states, and the assumptions underlying the standards Consistent: Process aligned with statutory requirements Substantive: Process focused on the substance or content of the standards themselves Improvement-oriented: Process focused on improving what exists based on stakeholder feedback Transparent: The department will make every attempt to ensure the decisions and processes for the standards review and revision process are public. Inclusive: The department will strive to engage key stakeholders in each phase of the standards review and revision process. The review process will include substantial and frequent opportunities for the public to weigh in on every standard. Research-informed: Throughout the standards review and revision process, the department will base its recommendations on research, lessons learned from other states, and objective, third-party reviews of the Colorado Academic Standards. Consistent: The standards review and revision process will be consistent with statutory requirements and with past standards reviews. Substantive: The standards review and revision process will focus on the substance of the actual standards themselves. Improvement-oriented: The purpose of the standards review and revision process is to improve what exists today rather than start from scratch. The review process will improve Colorado’s current standards based on the feedback of Colorado educators, education leaders, parents, students, community and business leaders, and higher education leaders. Page 18 and slide 18 A few questions on the standards perception survey that was conducted in October and November of 2016 related to these principles. The results indicate that survey respondents 90% believe that is extremely or very important to incorporate educators’ input into the revision process 84% believe that is extremely or very important that the process be open and transparent 78% believe that is extremely or very important to focus on the content of the standards themselves 76% believe that is extremely or very important to have diverse representation on the standards committees (e.g., educators, parents, community members) 66% believe that is extremely or very important to improve on the existing CAS rather start from scratch 35% believe that is extremely or very important to incorporate public opinion into the revision process

Comments organized by content area and grade level are also available. Committee resources Names and affiliations of all committee members are posted by content area. Each content area committee has a page of general resources that the committee will use during their review process. Committee meeting dates, locations, and summaries are all posted. All committee meetings are open to the public. Public comments can be shared via the standards address through the entire review and revision process:

11/19/2018 General Update Key Areas of Review Across Subjects Clarity: Standards should be clear, measurable, observable, or verifiable in some way and in language that educators can understand Coherence: Standards as a whole should be organized in a unified structure/framework devoid of gaps in learning expectations Re-evaluating the language of Prepared Graduate Competencies (PGCs) to ensure they are clear, are still appropriate as the “end in mind” and aligned to national and international referents and; Focusing on structure and alignment needs related to streamlining expectations within a grade and across all grades to demonstrate clear connections to the PGCs Right Side Elements: Committees have recommended flexibility for this section to meet the unique needs of each discipline These proposed recommendations will be available during the public feedback window (October 16-November 27) through the online standards feedback system

17 Committee Decision Making Process

18 Demand and Impact Standards revision committees will review a variety of data points (i.e., feedback from the online standards feedback system, benchmarking reports) to determine recommendations for changes to the Colorado Academic Standards. In reviewing data points, committees will consider the following factors to determine the necessity for change: Demand for proposed change: To what degree is the proposed change based on feedback from multiple sources? Impact of proposed change: Is the impact of the proposed change proportional to the benefit?

High Demand/ High Impact: Possible strong reason for change and strong implementation impact. If change is recommended, committees will follow state board protocol and/or team consensus protocol as applicable High Demand/ Low Impact: Possible strong reason for change, change may be likely Low Demand/ High Impact: Possible weak reason for change, “no change” may be recommended Low Demand/Low Impact: Possible weak reason for change, “no change” may be recommended

20 Next Steps for the Standards Review and Revision Committees
The standards review and revision committees will hold their third meetings during the week of September 18, 2017. Committees will review work virtually over the summer and convene in September to consolidate their initial recommended revisions. We anticipate that the proposed revisions will be available for State Board and public feedback beginning in October. Updates on the progress of the committees in general and specific content areas will be provided to the State Board on an ongoing basis through July 2018.

21 Overview of the Computer Science Standards Requirements

22 Computer Science Standards
The Colorado General Assembly passed House Bill during the 2016 legislative session requiring the development of secondary computer science standards to be adopted by the State Board of Education by July 1, 2018. The standards need to identify the knowledge and skills secondary students should acquire related to computer science, including computer coding. The standards are to be articulated in one or more courses that districts could choose to qualify as a graduation requirement for mathematics or science. Districts may choose to adopt the standards.

Colorado’s computer science standards ought to: Be adaptable to the rapid changes in technology Require mastery and application of skills, including in real-world contexts Be integrated into other disciplines Consider student learning prior to the secondary level Raise student awareness of computer science job opportunities Increase business partnerships, including through work-based learning opportunities Increase in number of Colorado youth pursuing computer science careers

11/19/2018 Key Highlights from First and Second Committee Meetings Reviewed and discussed all resources and began to identify trends/themes. Discussed the need for a common vision and definition of computer science. Developed a vision for, and a working definition of, Computer Science that will guide the standards development process, and Discussed and documented the difference between computer science and digital literacy. Came to consensus on: using the national standards as a referent for Colorado’s standards using the 9-12 grade band for the development of the standards incorporating three strands within the computer science standards

26 Next Steps for the Computer Science Committee
Committee will work virtually over the summer to being writing draft standards using the same framework as other content areas (PGCs, GLEs, EOs) and convene in September to consolidate their initial recommended standards. The computer science committees will hold their third meeting during the week of September 18, We anticipate that the proposed 9-12 standards and articulated courses will be available for State Board and public feedback beginning in October.
